4 Matters arising

1. Response from Barbara Janke ( leader of Council ) felt to be insufficient. However BCP invited to ' Activists and Authorities in 21st Century ' meeting Friday 17 March. David & Theresa will attend on behalf of BCP
2. Cabinet have agreed to stop no. 555 bus service from 1st April 06. Discontent voiced by group but understood service was not well patronised
3. General notice from Heather Pollard: – volunteer required for Brislington Community Club. Cooking and / or cleaning from 9.30 – 1.30. Please contact Karen on 9772100 if interested / for further info.

5 Project Updates

5.1 Community Action Plan

5.1.1 BCP now registered with VOSCUR (Bristol Council for Voluntary Services) and more than 36 locations have been identified for canvassing local residents. Questionnaire has been added to website: some responses received but not yet analysed.
5.1.2 Up to 3 events will be held with experts engaging with local residents on specific local issues. Estimated to take at least 12 months to complete exercise.
5.1.3 Cllr Begley - South Bristol C21 group seems uncoordinated; not linked to Community Action Plan and has no references to Sustainable Communities Team. A C21 session is being held 17th March at Southville Centre (contact Imogen McLean on 9224274). Steve asked - should Brislington be included as minuted item in above ' 21st Century ' negotiations? Response – this may be an aspiration but initially it is essential that a delegation from BCP attends and makes local representation. Steve and another to attend.

5.2 Respect


5.2.1 Sally reported meetings on 7th and 10th March re summer BICA applications - to including Keith Hobden, Wicklea Youth Centre and Lazer Youth Club to avoid duplication and provide co-ordinated activities
5.2.2 Wicklea opened last week after a four week closure following several problems. A wall has been damaged and there has been other vandalism around building. Lots of diversionary activities are planned to tackle this recent trend.
5.2.3 Police to arrange / conduct a surgery re gangs and knives.
5.2.4 Several youths are to undertake accreditation of Inclusion award.
5.2.5 Shane has now left. James from YMCA will join Sarah on outreach work.
5.2.6 Biking, climbing and canoeing activities were well received at half term and there are plans for a repetition during the Easter and Summer terms.
5.2.7 There is no attendance from young people at the Respect meetings: Aspiration is to set up a youth forum to encourage involvement from those being 'grounded' through accreditation award scheme and attendees at Lazer group.
5.2.8 There is an ever-increasing need for a strategic approach to youth provision in the area and discussion followed on how BCP links into Respect Project.
5.2.9 Sexual health clinics are ongoing on Wednesday nights.
5.2.10 Drugs counselling/advice ( Bristol Drug Project ) will be held on Friday evenings for the next 2 months. Sally to produce posters to advertise issues.
5.2.11 Commendations went to outreach workers for their hard work and dedication.
5.2.12 Sally is trying to arrange for the youth bus to stop at Bath Road / Arnos Vale.
5.2.13 Stuart reported new BCC Football Development Worker appointed but sadly does not cover this area. Rebecca Skinner (Football Association) can offer advice/assistance about increasing access at Wicklea.

5.3 Wicklea Shadow Management / YMCA

5.3.1 Shadow Management – final meeting with YMCA and Barry on Wednesday – hope that one way or another, decisions will be reached.
5.3.2 Cllr Begley reported delays probably internal to BCC following recent OFSTED inspections. There is now a renewed impetus to iron out contractual arrangements with Legal Services. Concern expressed if this is not progressed the project could flounder.
5.3.3 Disappointment expressed that BCP appears to have been misled by Barry regarding the progress of the YMCA take-over. Outcome of the Wednesday meeting is needed asap: BCP to chase.

5.4 Nightingale Valley


5.4.1 Caroline Hollies and Claire Adams introduced themselves as new Parks Rangers – in Gary Radcliffe's absence.
5.4.2 BTCV grant all allocated and spent - nothing to return. Litter pickers and bags have been purchased and are available from Wicklea.
5.4.3 Cathy Derrick from living Rivers wants to arrange a walk along the brook in summer also contacted Bris' History Soc. Suggested Community Development arrange a planning meeting with possible walk dates in June/July. Andy to progress.
5.4.4 Barrier to allotments has been removed: Caroline to report to Steve Clampin, Allotments.
5.4.5 Tree works being undertaken under power lines in Nightingale Valley. Cllr Begley asked for replacement planting, possibly funding for hedge line under power lines from SWEB.

5.5 Website

Joules is having difficulty accessing the control panel through Supernames to update site stats: could be problematic in the future so Joules advises moving to Claranet at increased cost of £4.50 per year, however there is no search engine - with Claranet. Joules will monitor performance for a period and if not resolved will change ISP in Nov. Front end is functioning ok. 5.5.2 Please forward any information for inclusion on website to Joules@wavewrights.com
5.5.3 Future BCP meeting minutes to be emailed to Joules at above address.

6 Budget

7 AOB

5.7.1 David – good representation at Community Forum for new South Bristol Hospital. Concern raised over shortfall of respite beds in South Bristol prior to hospital opening. If Keynsham hospital closes how will it impact on opening date for South Bristol? Also concerns over hospital transport arrangements.
5.7.2 Callington Road mental health hospital to open May / June – safety concerns raised over access from underpass ( Tesco may assist with funding ). BCP to write to Colin Knight, Highways re poor transport links in South Bristol and also the condition of subway – Angela to draft a letter.
5.7.3 Concern about allocation of public funding of pathways / highways in the area.
5.7.4 BEC / Community Learning Team partnership are running parenting courses and are looking for participants.
5.7.5 ' English as a Second Language ' courses to be set up at Wick Road Library in response to changing dynamic in the area e.g. Polish community. BEC aim to raise attainment in the community.
5.7.6 Louise – what happened to Langton Ct briefing? Minuted for todays meeting. BCP are holding money but have received no direct feedback for sometime. Observation - work looks good (though some damage).
5.7.7 Broomhill young peoples' facilities – Stuart updated group. Feedback generally very positive. 46% wanted youth shelter, 34% wanted basketball Court. 16 responses requested no additional facilities in area. Hope to install shelter on Eastwood Rd by April.
5.7.8 Broomhill EPD – Cllr Begley reported all party committee has been set up to rationalise Social Services spending. David to draft a letter to Cllr Keily on behalf of BCP in support of EPD.
5.7.9 Cllr Begley to write to S/E Planning re proposal for 13 flats at Rochester Road ( site of former young peoples house ). Conservatives are organising a protest. Application goes to committee on 5th April. Application was previously rejected. Any objections to be voiced via website: ref no 05/04541/f/e (Chris Rose, Planning Officer)
5.7.10 Why are gates to Wicklea closed? Response - Brooklea visitors have abused it. However, gates may be moved back to allow for off-street parking when DDA work has been completed and YMCA staff are on site.
