MINUTES

PRESENT

1 Welcome, apologies & introductions

3 Minutes of last meeting

Steve Pearce reported that he has not been receiving a copy of the minutes.
The minutes were accepted with these corrections: 3.4.1 meeting was on 10 March (not 17th)
3.4.2 bus number 558 (not 555)

4 Matters arising

1. Peter Begley reported that the Youth Shelter, secured by Stuart Pattison, was to be placed on site at Eastwood Road on 4 April. The shelter is not ‘permanent’, ie it could be removed if abused. Young people should be given a fair chance to use it responsibly.
As a linked matter, Peter reported that the Churches’ Youth Bus is once again looking for another site (previously outside St Peter’s church on Allison Rd.) The current site at Latimer Close will only be available until 27 April. Residents have complained about noise, and attempted break-in of empty prefabs. Stuart Pattison trying to find another site, whilst consulting with residents on Birchwood Rd/Latimer Close to see if the Bus can stay, and perhaps them become involved to help.
2. 2. Activists and Authorities in 21st Century: Theresa Driscoll and David Waters attended on 10 March on behalf of BCP. Theresa reported on the workshop she had attended.
3. 3. Peter Begley will attend Planning Committee meeting on 4 April. He has already made representation to the Planning Dept regarding the application for development of flats in Rochester Rd. Angela Piccini had also written, on behalf of BCP, to both Planning and Highways.
4. 4. Angela had written to Highways regarding the concerns over safety around the underpass in Callington Rd. David Waters had appeared in the Evening Post and Observer, voicing concerns. Subsequently, local residents, including Jim Stacey, had contacted David with their concerns and wanting to get involved with campaign for improving safety.
Jim voiced his concerns that Tesco was linking the promise of improvements to the underpass with the planning permission being sought to extend the store. There is a petition asking for signatures to support plans to extend the store and improve safety in the underpass. Colin Salmon said he had asked for wording of the Tesco’s petition to be changed.

Post-meeting note: Louise visited Tesco immediately following the meeting. The individual sheets of the petition do not refer to the underpass, however the 8 foot tall display in the entrance publicising the petition boldly states: "… In addition, Tesco will be helping to improve the local environment, safety and security in the vicinity of the store as part of the proposals. In particular, new CCTV and lighting will be installed in the underpass."

The meeting agreed that safety must be improved. Would Tesco contribute to cost to foster good relationship with the community (not linked to planning application)?
How could/should the City Council be responsible for making the improvements?

5 Project Updates

5.1 Community Action Plan

5.1.1 Steve Pearce reported on the C21 conference several members had attended on 17 March. The C21 group (a sub-group of The Bristol Partnership) is the steering group behind the regeneration of South Bristol. This will impact on Brislington, at the very least with regard to transport and traffic. BCP now included and will be involved in consultation.
Flagship development will be ‘Lakeshore’, 384 apartments on site of old Wills tobacco factory, Hartcliffe. Colin Salmon suggested that development of 650 homes on Hengrove Park, with hospital and swimming pool will be even more significant. BCC lead contact for Hengrove development is Andy Tyas.
Action: DW to contact A. Tyas.
Gill Luxford commented that if BCP is to be included in consultation then people MUST turn out for meetings. David will attend the next meeting on 24 April.

5.2 Respect


5.2.1 David and Theresa attended the last meeting, and met the detached youth workers and the representative from the Scarman trust. Still need clarity over BCP being involved in decisions regarding the use of the funding.

5.3 Wicklea Shadow Management / YMCA

5.3.1 Transfer of management to YMCA still not resolved. Barry Scrase has been able to fund continuation of Gill Luxford’s job (Wicklea computer room) for 6 more weeks.
Gill had contacted Cllr Anne White regarding concerns over the extended delays, and concern that YMCA may reconsider their options. Peter Begley has also written.
Joanne Mellors, BCC property solicitor could give no timescale for estimated completion. The property dept has only just become involved, in spite of negotiations and plans happening for over a year! BCP very concerned that no one from BCC can explain why there have been such delays, and that YMCA could lose patience and go elsewhere.

5.4 Nightingale Valley


5.4.1 Andy Grant reported that the Living Waters walk (‘hike’) from Hartcliffe to the Avon, along Brislington Brook is planned for the 13 August, coinciding with the Conservation and History Society’s ‘stroll’ from Tesco to St Annes wood.
Andy gave an update on the latest work undertaken and imminent plans.
Electricity pylon safety work by Hi-Line, on behalf of the National Grid, due to begin any time now. This will involve bramble clearance and tree coppicing and felling. Richard Enyon has made recommendations regarding waste clearance, and avoiding nesting birds. No vehicles are to cross the Packhorse bridge.

5.5 Website

5.6 St Annes Fun Parks

Nicky Thompson reported that the new play park at Langton Court Rd was being well used, and there had been no vandalism. The slide(r) did not arrive with the original delivery. Triple slide(r) now ordered, along with more casual seating. John Knowlson has been very helpful in working with Nicky. Still considering refurbishment of tennis courts – resurfacing and new fences and gates.

6 Budget

7 AOB

7.1 LoveBristol Community Event: 26 – 30 July
Louise and Gill explained briefly about the 5 days’ event in South Bristol; to include community projects such as renovating public spaces, rubbish clearing, gardening for elderly residents etc. All to be undertaken by teams of volunteers, with the help of local people. Wellspring Community church are planning to run an extended Fair Trade café at Wicklea, with activities for all ages. This could link-in with work to be done by team(s) in Nightingale Valley. Other suggestions welcome.
Colin Salmon explained the safety concerns of the police and other emergency services regarding the advertised ‘festival’ on Hengrove Park. The extent of this aspect of LoveBristol has yet to be agreed.
7.2 People’s Places award: Awarded for improvements to Nightingale Valley. Well Done, Andy!
7.3 Bristol Parks Forum: Steve Pearce had attended the forum meeting and reported on the 10 year targets for provision of parks, green spaces and recreation areas in Bristol.
