1 Welcome, apologies and introductions

Alliance Against South Bristol Ring Road

1.1 Richard Hall and Michael Landen introduce themselves. From October 2005 involved in Alliance.
1.2 Contentious aspects of plan focus on expansion of roads from A4 at Hicks Gate, behind Stockwood, cutting across A37 near Whitchurch cemetery, cutting across Whitchurch side of Dundry, along Hartcliffe Way to Hawkfield Road and Hartcliffe and then to Bishopsworth, then cutting across Highridge Common and A38 beyond city boundary to Ashton Vale along A370 to bypass. Initial timescale came out in joint local transport plan, BNES, North Somerset, South Gloucester and BCC, with 2026 completion date
. 1.3 Subsequently support for ring road incorporated into draft Regional Spatial Strategy. Fundamental objections include: not a congestion reduction or car travel reduction solution; A37 to Hicks Gate is open countryside; divides Hartcliffe and Bishopsworth; compromising open farmland. Significant loss to green belt.
1.4 Main transport problem in Bristol is not in ring road areas but is the movement from outskirts into centre. Instead, there needs to be improved bus routes. Ring road will not reduce congestion as current ring road already a congestion bottleneck. Will also not impact on current lines of desire for car commuters. Set to reduce travel times by 1 minute only.
1.5 Council for Protection of Rural England and Countryside Association research has proved that the Newbury Bypass for eg, did nothing to reduce congestion. Atkins - who conducted Greater Bristol Strategic Transport Study - is now hired to look at why Newbury didn't work.
1.6 Success of Aliliance has led to their being called to give evidence at examination of RSS, in Exeter.
1.7 Alliance asks for BCP support in campaign against any expansion of ring road system.
1.8 Action: AP to ask Joules Taylor to add links to petition and RSS and GBSTS

5.1 Community Action Plan

5.1.1 Report on A5 and A4 and focus groups.
5.1.2 A5 leaflets should currently be being delivered by Royal Mail

5.2 Respect

5.2.1 DW mentions football training money and the money allocated for outreach workers in the dispersal areas. The outreach workers are successfully building trust networks with young people.
5.2.2 Gill Luxford says play area at Eastwood Road now resurfaced following successive bonfires. Encouraging baskeball etc.

5.3 Wicklea Shadow Management / Young Bristol

5.3.1 Interested parties meeting on 5 March 2007 to discuss negotiations between BCC and Young Bristol. BCP is supporting YB’s bid for lease and will seek to protect land to rear of Wicklea and protected rents.
5.3.2 Four councillors agreed to make statement in support of BCP.

5.4 Nightingale Valley

5.4.1 AG has given his shopping trolleys survey to Living Rivers.
5.4.2 20 May Living Rivers walk along Brislington Brook. Check Living Rivers website for details.
5.4.3 Delaying next workday as the rain has bogged things down.

5.5 Langton Court

5.5.1 Nikki trying to get people to sort out trees. Russell Horsey is chief BCC arboreo-culturalist and she's in contact with him.
5.5.2 A car drove through tennis court so they're putting up another two poles to prevent further damage.
5.5.3 Dog mess bin is going to be moved to be on pathway.
5.5.4 Barbara Lewis has found S106 money from Wick Road developments and has put in request for this to be used to refurbish St Anne’s park tennis courts. Parks altogether have got money through S106 cash.

5.6 Website

5.6.1 No report from Joules.
5.6.2 LH has found an Our Brislington website based in Derby.

6 Planning Applications

6.1 Hollybush Inn development should have S106.
6.2 DW wants to apply for common land and village green status for land between Brooklea and Wicklea. Agreed: all Action: DW to look into Council booklet on how to do village green status.
6.3 AP and SP part of the SCI process and meetings via BNPN.
6.4 LH has been protesting about flats applications.
6.5 36 Rochester Road has altered it to 10 flats and 2 semis. Barbara Lewis is enquiring about any increase to height and footings.
6.6 LB has said the mission in Rochester Road is closing.

7 Budget

Theresa Driscoll reported

8 AOB

8.1 Roy Marsh had complained about pothole outside HSBC and it has been repaired.
8.2 AP had proceeded no further with change in status to Company Limited by Guarantee. Action: AP to follow up with Priya, but if no progress, will send memorandum to Community Development and request that they assist.
8.3 DW reports on UWE's Faculty of Built Environment students doing the walkabout around Brislington. Creative vision for spare lands. The students will give us a report on this. Taking photographs with GPS position points.
8.4 Good street lamps now in St Anne's. Cameras to go in soon.
8.5 Ensure Jenny has PM and JN on list.
