4 Matters Arising

10. Community Intel. SP to contact police re Bloomfield PH. Done. Police are aware, had previously taken action with regard to this. Any further information welcome.
11. October Mins: Letter to Helen Ball re future of Wicklea. This has been written and is with LHe for information and comment before sending.
11. October Mins: Letter to Les Compton regarding condition of Wicklea sports court etc. Done, no reply yet.
12.4 Wicklea Shadow Management: AP to introduce to Trevor Jones (Young Bristol). Done, positive response received. TJ prepared to attend future BCP meetings.
12.8 Planning: SP to comment on Latimer Close planning application. Done.

5 Mark Coombs - BCC Dog Warden Service

5.1 Mark Coombs gave an insight into the work of the Dog Warden Service.
5.2 Three wardens cover the whole of Bristol and work from the Feeder Road depot. Mark is a local resident and is aware of local issues surrounding dogs and their owners.
5.3 The Clean Neighbourhood and Environment Act 2005 is the legislation that applies. The Act has been implemented in stages since 2005, the final piece of the puzzle coming into force only recently.
5.4 The history for BCP of this issue is that there arose (from CAP consultation responses) a significant concern in the community regarding fouling by dogs and this is perhaps the main issue for wardens.
5.5 There are some 40000 dogs in Bristol, Wardens work Mon-Fri days, not shifts and not at weekends. They receive about 1500 complaints a year about dogs.
5.6 Police & PCSOs can deal with dog issues out of hours.
5.7 Dog-fouling: the specific offence is a failure to clean-up after your dog. A spot fine of £80 can be levied. If not paid within 14days the matter proceeds to court where a £1000 fine can be applied.
5.8 The dog's home is the contracting kennels for the BCC dog warden service but beyond this it has no other link with BCC.
5.9 The situation in the parks in Brislington is generally very good because regular dog walkers generally exhibit pretty good behaviour. The situation in Eastwood Park is a bit of a problem at present.
5.10 Streets are seen as presenting more of a problem, perhaps due to unaccompanied dogs or dogs being walked at night. With no shift cover for wardens, information from public informants can be important in this.
Descriptions, times and places can be helpful, as dog walkers tend to be people of habit.
5.11 In the light of the poor condition of the footpath/towpath in the vicinity, a question was asked as to whether dogs home volunteers are picking up? Mark is unsure as to whether the volunteer walkers are aware of the legal requirements, but will check.
5.12 Mark made the point that if walkers don't carry bags they clearly are prepared to offend.
5.13 A discussion was had to identify what actions can be taken to encourage better behaviour. A warden presence at dog shows etc. is thought to be effective. School visits have unfortunately gone by the wayside, because they are known to have worked well. Whistle-blowing letters have had a poor response.

7 Community Intelligence

8 Project updates

8.1 St Anne's Park

8.2 CAP

8.3 Respect

8.3.1 Since the last meeting of Respect the street team have had a couple of weeks off for holidays etc.
8.3.2 The skate-ramps should be on site at about this time. The equipment storage is in the old gym room.

8. 4 Wicklea Shadow Management

8.4.1 From Gill Luxford: Computer courses to continue next year, SM team hope to continue positive input to Wicklea & Community Room future.
8.4.2 No progress to report from Trevor Jones about the lease of Wicklea from BCC.
8.4.3 Joanna Mellors is having trouble contacting the Community Association. She is trying to tie in the cost of the room with the lease with Trevor Jones & Young Bristol.
8.4.4 Community Development may be prepared to fund use of CR by BCP.

8.4.5 TJ is not comfortable with BCP presence at negotiations over Wicklea.
8.4.6 BCP have asked Community Development to pay for use of CR in the short term to help balance Community Association books.
8.4.7 BCP involvement in Wicklea seems a clear plus-point for YB & Wicklea.
8.4.8 In some cases minutes are not being received by mail and in some not by e-mail. This matter will be discussed with LHe by AP & SP.

8.5 Nightingale Valley

8.5.1 The abandoned lorry has now burnt out and is disappearing into the wildlife! Those areas prone to dumping are also reverting to wild with new fencing at Allison Ave to fence in woodland etc.
8.5.2 Powergen have cut more trees and as in previous years they’ve been thrown in the pond. AG will retrieve them and will stack them for colonisation by wildlife.
8.5.3 SP informed the meeting of a planned rivers project for South Bristol that should benefit Brislington Brook. SP to facilitate details of project to AG.

8.6 Website

8.7 APAG

APAG agm on Thursday 13th Dec. at Arno’s Manor Hotel. 7-30pm start.

9 Planning Applications

9.1 A letter has been received about the Rochester Rd flats development, AP will comment.

9.2 There will be a visit by the planning committee on Weds 12th Dec at 12-30 to a site in Hollywood Rd near to the Kings Arms PH. Application No. is not known.
9.3 Hampstead Garage: demolish and build 14 dwellings.
SP to check and comment
9.4 The Old Fire Station: demolish and build block of four flats. The existing building is interesting and adds to the richness of Brislington.

9.5 The Hengrove hospital application will be coming along soon.

10.9 BESP

10.1 Ann Stobbs is currently putting together a leaflet about what facilities will be available to the community under ESP.
10.2 A school Governors meeting was run about ESP and was well attended and well received.
10.3 A training session (60 places) is to run in Jan & Feb to assist in the assessment of young people who are raising concerns and require early intervention. The session will include teachers (2 from each school) plus police etc.
10.4 Diary date: 25th Jan 1830-2100, Any Question of Radio 4 fame will be hosted at BEC.

11 Budget

11.1 The accounts have been audited, see Summary below.
11.2 The bank has advised that BCP should open a savings account.
Partnership to access information about a better savings vehicle.

12 AOB

12.1 University of Bristol wants to publicise access courses that they are running.
Joules to add to website.
12.2 Possible oral history project—Bristol University is running courses on this soon and more throughout the coming year.
12.3 A suite of sonnets is being written about South Bristol by Nic Steven, he is looking for information about Brislington. NS was directed to make contact with LHa and to contact BCHS via the BCP website.
