4 Matters Arising

7 Renaming of Community Intel/Counter Terror item: Done.
8.4 BCP to contact Joanna Mellors about use of Community Room: A letter has been sent to JM but no reply as yet due to holiday arrangements over Christmas.

8.5 SP to provide contact details of Living Rivers project to AG: Done.
9 Planning: AP to comment on Rochester Rd flats development: In progress, this now requires a submission to the Planning committee.
AP to complete.
SP to comment on Hampstead Garage application: Done.
SP to circulate details of Old Fire Station application: Done.
11 Savings vehicle information: no report.
12 Access courses information (Bristol University) to be added to BCP web-site: No report.

5 Community Safety

5.1 The Christmas period went well, but nuisance off-road motorcycle use has increased (Christmas presents?). Policy is that they are seized and destroyed. This has been the subject of some positive publicity in the media.
5.2 The Partners and Communities Together (PACTs) initiative must get off the launch pad. A discussion concluded that BCP is an appropriate forum for these discussions and that it would be sensible to add this item to the agenda for discussion. PACT will decide community priorities for issues of community safety and suggest that they be addressed as such by Police or other appropriate agencies. The Police expect PACTs to meet monthly. PACTs appear to have natural fit with the Neighbourhood Partnerships initiative from BCC. The relationship between NPs and PACTs with specific reference to BCP needs to be explored.

6 Project updates

6.1 St Anne's Park

No report.

6.2 CAP

6.2.1 Due to lack of response following our calls for volunteers to assist with the delivery of projects arising from the CAP work we've decided to use contacts already made and groups already in existence to progress the Community Action Plan.
6.2.2 On 28th January we plan a workshop of CAP group and BCP members, BCC officers and interested members of the community, with an independent facilitator. We will probably use a draft of the CAP document to lead the discussions.
6.2.3 LHe will be inviting BCC Officers, as it is important that they be onboard to assure buy-in to the process and improve deliverability of our aims.

6.3 Respect

6.3.1Funding Applications are being prepared for continuation funding for the football project and for the wages of the detached workers, but while funding for the sports projects seems easy to attract interest for, funding for detached work is extremely problematic. Nobody wants to know.

6.3.2 Football Project
This is still running on Tuesdays 7-00 till 8-00. It regularly attracts 15 or 16 YP of 13-19yrs and the project runs in two age groups. The staff are looking to move the participants to the next level, i.e. coaching certificates. Bedminster based youth workers have submitted an application for Positive Activities funding (BYCA) of coaching qualifications. When they have passed, over-16s are expected to train younger participants.

6.3.3 Skateboard Project
This has been running on Saturdays since 8th Sept. Funding is by The Youth Opportunities Fund & The Youth Capital Fund. The equipment will arrive after Christmas; the team hopes to then have a funday to launch the scheme to the community. There has been no publicity yet, but still 12-15 young people have been regularly turning up. Regrettably, 2 skateboards have been stolen, though one has since turned up. None of the project money has been spent yet, but the project workers are holding some receipts. Rachel Beatty has been made aware that there will be a requirement for continuation funding at a point in the future. 6.3.4 6mths money is available for the detached youth team.
6.3.5 To demonstrate the effectiveness of Respect and, in part, to assist with funding applications we need to show that the cost/ benefits case can be made. The benefits accruing from Respect need evidencing and documenting.

6. 4 Wicklea Shadow Management/Young Bristol

6.4.1 There is good support and sign-up for computer courses, Kingswood library is no longer putting on courses, so perhaps we're picking up some from there?
6.4.2 Currently trying to get some maintenance done on the PCs as none has been done for a while.
6.4.3 There will be a Users group meeting about Wicklea on the 28th January, not all users are known to one-another so this is a useful networking opportunity. It will also be an opportunity for all the users to discuss the implications of the proposed take-over of Wicklea by Young Bristol.
6.4.4 Jo Mellors needs to know hours and requirements of use of Wicklea by the various User Groups in order to draw up Service Level Agreement.
6.4.5 YB doesn’t yet know if their lottery application has been successful.

6.5 Nightingale Valley

6.5.1 The pond silt trap has been repaired, logs cleared away from pond (these were left behind following maintenance work by National Power).
6.5.2 There is evidence of drinking (empties etc) around benches in NV.
6.5.3 Andy intends seeding of bare areas when weather improves and wants to conduct a trolley survey. Environment Agency has removed 5 or 6 trolleys.

6.7 APAG

Following the APAG AGM on Thursday 13th Dec. APAG has the following officers:

7 Planning Applications

7.1 Latimer close application (118 dwellings) withdrawn,
Old Fire Station (block of flats) refused,
117 Birchwood Rd withdrawn and 9 Birchwood Rd refused, both probably due to the proposals being considered as leading to over-development.
6 Hollywood Rd refused.
7.2 All are reminded that photographs are considered as useful submissions when dealing with planning issues.

8 BESP

8.1 A program of activities for the holiday periods is being arranged in association with the police.
8.2 The Eco-schools initiative which relates to recycling, setting up a school Eco committee, etc. is doing well in Brislington (7 silver awards).
8.3 The Radio 4 programme "Any Questions?" with Jonathan Dimbleby is being broadcast from BEC on 25th January.
8.4 The Schools Partnership Council is taking place on 14th January at St Bernadette Secondary School. SP will attend on behalf of BCP.
8.5 A discussion was held as to whether the partnership should ask the schools to design a new logo for BCP as an exercise in gaining publicity and making BCP more recognisable within the community. Agreed we should try this.

9 Budget

11.1 The accounts have been audited, see Summary below.
11.2 The bank has advised that BCP should open a savings account.
Partnership to access information about a better savings vehicle.

10 AOB

10.1 Funding issues:
We need to develop funding applications if BCP is to commence and continue project work.
There are many possible sources of funding and they include: the Young Roots strand of the Heritage Lottery Fund (this could be used for things such as an arts trail activity by young people), the Townscape or Landscape Heritage Initiatives (also HLF, may apply to Nightingale Valley), Awards For All, the Big Lottery Fund and the Esmée Fairbairn Foundation. Additional grant and loan finance could be available through Futurebuilders.
LHe can do a funder-finder activity to locate further appropriate funding organisations.
BCP needs a group to look into fund-raising applications etc. AP, SP, LHe, AS volunteered to look at this. Anyone who is interested in joining this activity should let contact the Secretary or Treasurer.
10.2 AP has details of a research program into the work and fund-raising activities of small heritage groups. There may be useful fund raising contacts to be made here.
Brislington Conservation & History Society, Reflex Camera Club and Friends of Nightingale Valley would appear to be appropriate subjects for this work.
