4 Matters Arising

4 - Rochester Rd planning application (increase number of dwellings) has been refused.
4 - Access course information has now been forwarded to Joules Taylor.
5.2 - AP, SP, LHe & CS met on 15th Jan. at Brislington Police Station. A very fruitful meeting, we continue to feel that there is much commonality between "Neighbourhood Partnerships" and "Partners and Communities Together" and we look forward to a productive relationship with A&S Police.
6.4 - In her discussion with Jo Mellors the Chair was able to clear up a number of misunderstandings. These include community use of space within Wicklea and made clear the BCP assertion that BCC should fund the use of the facilities, given that BCC set up BCP and get a clear benefit from its existence.
Young Bristol has got to the second stage of the Big Lottery community buildings funding application process. SP to meet with Trevor Jones and lottery representative at Wicklea on 8th February.
8th February meeting
8.5 The Partnership schools council met on 14th January and was invited, as part of their activities for the morning, to design a competition to create a new logo for BCP. This they have done and it is hoped that the winning entry will be presented to BCP in March or April.

5 Parks and Green Spaces Strategy

55.1 - There has been some controversy over the new BCC Parks and Green Spaces Strategy with much discussion, including in the local press. It is now expected that 90 acres of land of "low recreational value" (this is defined in the P&GSS) will be disposed of in order to fund improvements to Parks and other projects.
5.2 - The Parks and Green Spaces Strategy will go before cabinet on the 21st February. Area Green Space Plans (14 of them) should be in place by the end of 2009, the first to be written will be in South Bristol and there will be 3 or 4 in development at any one time. Each will take approx. 4 months to write and more consultation will take place nearer the time, involving officers with specialist skills and the community who will bring local knowledge to bear.
5.3 - It is not yet known how young people will be engaged in the consultation, but this will probably be at a later stage in the work on individual sites. It was noted that young people have a particular interest in the park sites, being a very significant user group. One mechanism for young people involvement would be the Schools Council.
5.4 - The identification of low recreational value land for disposal is an opportunity to turn parks round for the first time in a generation. This is a long term plan (20yrs) but will be delivered as a number of interim, 5yr programs.
5.5 - When questioned about access to a list of sites of interest, RF noted that process management is an issue in this but it will be a very open issue.
AP noted that the ethos of the Statement of Community Involvement should apply and that we should have an open and inclusive process.

5.7 - Separately, Eastwood Farm has now been designated as a Nature Reserve.

6 Project updates

6.1 St Anne's Park

No report.

6.2 CAP

6.2.1 - The 28th January saw an independently facilitated workshop involving BCC officers in the CLC at BEC. This was a chance for them to see what the community thinks about Brislington and wants to see in the area. We saw a good though not excellent turnout. It may take some time to get the CAP/NP message across to all officers.
6.2.2 - The main point of the discussion was to see if departmental service delivery plans had a fit with the outputs of the CAP as currently expressed in the draft plan.
6.2.3 - We are pleased to report that joined-up thinking and non-silo behaviour was evident and that a number of the officers were enthusiastic about the event and expressed a willingness to meet again.
6.2.4 - Thanks are due to the CLC and BEC for the facilitator and the venue. Both were excellent!

6.3 Respect

6.3.1 - We still need to demonstrate the effectiveness of Respect and the benefits accruing from the project need evidencing and documenting.
6.3.2 - We need to find new funding to continue the project, continuation funding is proving difficult to find. Voscur may be able to help with finding funding.

6. 4 Wicklea Shadow Management/Young Bristol

6.4.1 - A meeting of User Groups took place on the 28th January, this helped to identify (and acquaint) users with one-another, discover hours of usage and highlight problems/clear the air. Young Bristol was in attendance and was able to update everyone on the state of play vis-à-vis the Wicklea hand-over.
It is intended to hold this meeting every-other month.

6.5 Nightingale Valley

6.5.1 AG hopes to perform a trolley survey this month.
6.5.2 The Living Rivers project has been in touch and AG expects to meet with the contact (Helen Adshead) in March. Funding will be channelled through Network South Bristol.

6.6 Website

No report.
It was suggested that it would be appropriate to have a Community Diary on the web-site, if we can get the contributions. It would be wise to liase with the library.
SP to discuss with Joules and Library.

6.7 APAG

6.7.1 - APAG hope to facilitate more, perhaps small-scale events and activities in Arno’s Vale Park this year.
6.7.2 - KT noted that 50 years ago this year an event was held in the park that drew between 12,000 and 27,000 people, depending on which report you believe!

7 Community Issues

a. Planning Applications There is an application for another takeaway in Sandy Park Rd. (This is thought to not involve change of use).
The BCC Garage Strategy Project has come to our notice. This could involve the demolition of some council owned garages and their replacement with Affordable or Social housing.
SP to invite Garage Strategy Project to attend a future BCP meeting and present.


b. Community Intelligence
An academic has contacted AP, concerning the distribution of BNP leaflets throughout the UK. Please keep an eye on any such activity and collect the leaflets for academic's interest.
The new PCSOs at Brislington are proving to be very keen and are doing good work engaging with businesses and schools. They are also proving to be effective professional witnesses, not least in the seizing of nuisance mini-motos; 3 PCSOs managed to seize 2 motos in Victory Park.
Much intelligence has been gathered about people wanted on warrants. This has resulted in the seizure of an uninsured vehicle and the arrest of a female wanted on a warrant.
Intelligence on drug dealing in Broomhill resulted in an arrest for an offence involving class A drugs. A charge of possession with intent to supply is expected to follow.
Distraction Burglaries: 2 males have targeted Brislington by posing as water board officials to effect their burglaries. Police are publicising this, as are the PCSOs.
DVLA have been seen clamping untaxed vehicles in Brislington.


c. Bristol Extended Schools Partnership
AS is currently organising holiday activities for half term, also Easter and Summer Holidays.
Leaflet dispensers have been placed at schools to signpost children’s and adult’s events.

8 Budget

9 PACT/(Partners and Communities Together)/ Neighbourhood Partnership

CS facilitated a PACT session at this point in the meeting.
Issues that had been previously raised with the Police and others were presented to the meeting and those present were invited to raise additional issues. These were then prioritised by a process of popular vote with the top 4 being designated as priority issues to be addressed by the Police and other strategic agencies. Action Plans were drawn up to address these issues and “Report-back” will take place at the March BCP meeting.
The 4 priority issues identified for action at this meeting are:
        1. A4 bus lane abuse
        2. Condition of St Anne’s Woods
        3. Parking in Sandy Park Rd.
        4. Crossing on School Rd. adjacent to Allison Rd.

10 AOB

Saturday 8th March will be an open day at Wicklea. The intention is to spruce the place up a bit. All who can spare some time are welcome.
