These were accepted as a true and accurate record and were signed by the Chair.
4 Matters Arising
6.3.2 Funding. Members interested in joining a funding working party have agreed to meet on 5th March immediately after the Respect meeting.
6.6 Community Diary. This has been implemented on the BCP website, Joules requires information from groups to populate it.
7a Garage Strategy Project. An invitation to attend BCP has been extended to the Project, a reply is awaited.

5 Wellbeing and Green Spaces Strategy
5.1 John Leah is conducting a PhD research project (Lancaster University) about the benefits of green spaces in terms of health and wellbeing funded by Natural England. John has been talking to BCC about (preferably) conducting his research in a number of less than obvious areas of the city, Brislington being one such area.
5.2 The research activity will take the form of focus groups and walking interviews with 25-50yr old volunteers who don't, perhaps, use green spaces on a regular basis. In answer to the question "Why the 25-50 age range?" This group seems to get missed in many other research programs and there are time constraints on the work. Some people in this age group never go to parks & green spaces.
5.3 The Chair remarked that this is just the sort of activity that BCP is keen to see in Brislington due to our interest in oral history, participation in past student walks (UWE built environment students) and our own current lack of resource to do this sort of thing ourselves.
5.4 The methods that John will use are: tape recording for the focus groups, with note taking of the walking interviews and photo taking by the participants. These photos will then go back into a second round of focus groups.
5.5 It was agreed that BCP will send a copy of the CAP interim report to JL and supply contact details for Ann Stobbs for ESP.

5.6 JL agreed to share his research findings as they become available and lodge a copy of his final paper with Wick Rd library.
6 Project updates
6.1 St Anne's Park
No report.
6.2 Community Action Plan
6.2.1 The CAP group is meeting on 10th March. This will cover an examination of the BCC officer workshop, the development of the final CAP report and may wrap up this phase of the Community Action Planning process.
6.3 Respect
6.3.1 Cllr Barbara Lewis was able to announce that she has been able to secure £5000 in BCC budget for the future funding of the detached youth work project.
6.3.2 DW attended a Voscur meeting on 28th Feb and was able to identify a potential future source of continuation funding in YAPP.

6.3.3 The youth club at Wicklea is running a photo project for young people (90+ cameras so far!) which will highlight likes & dislikes about Brislington and potential candidates for change. The results may be showcased in an exhibition.
6. 4 Wicklea Shadow Management/Young Bristol
6.4.1 Young Bristol has submitted an application to the Community Access Fund to finance changes to Wicklea. There has been no news on this since the meeting between a lottery fund representative, TJ & SP on 8th Feb.
6.4.2 This was a very long meeting (a full half-day) and it seemed to go very well. The lottery represented asked for a couple of points of clarification on the YB application but observed that this was quite usual in the application process as applicants are invariably very challenged by the time scales of the process.
6.4.3 The lottery representative had a very good and long look around Wicklea, both inside & out, and wanted to hear YB plans for the future of the building and grounds.
6.4.4 The lottery representative seemed impressed with BCP role within the NP/PACT.
6.4.5 There is one other scheme in Bristol with an application to the Community Access Fund (St Werburghs). If the YB application is unsuccessful, YB has money to invest in Wicklea at the discretion of the YB trustees.
6.4.6 TJ's meeting with user groups identified that YB’s priorities for changes to the building coincided with those of the other user groups.
6.4.7 When building work is in progress, it may be necessary to limit access to the building. Much will depend on the cost implications of continued access.
6.5 Nightingale Valley
6.5.1 AG has performed a trolley survey for the Living Rivers project this month. 6 were found in NV and 1 in St Annes Woods. The Environment Agency fish many out of the brook at the culvert under Allison Rd before they can get into NV, presumably reflecting concern about blocking the culvert. Trolley owners are to be charged for their retrieval.
6.5.2 Booms appear at the brook in response to pollution, probably from the trading estate.
6.5.3 The pond needs to be cleared of logs again, grass seed needs planting and there is a small amount of litter about. Youngsters have built a cycle track but this causes no trouble.
6.6 Website
6.6.1 See Matters Arising, above.
6.6.2 AP & SP met with Carol Hayward (BCC) and Ben Barker (Greater Bedminster Community Partnership) on 25th Feb. about an Issues Forum as an additional place to discuss community issues. There is no time scale for implementation yet.
6.7 APAG
6.7.1 APAG has a meeting on 4th March at Arnos Manor Hotel, 7.30—9.30.
7 Community Issues
a. Planning Applications
A brief digest of some of the Planning Applications in Brislington:
Hampstead garage—refused.
8 Brookside - side extension and conversion to 4 flats
159 Birchwood - Construction of a three-bed single dwellinghouse, attached to the existing property
109 Wick Rd - outline planning, demolition and flats.
Heath Court House - conversion of storage units into 2 dwellings.
Linwood/Exclusive Brethren meeting place - we understand that site pre-application discussions are in progress.
Sandys Diner - change to take-away, needs a planning application, not forthcoming yet.
b. Community Intelligence
The distraction burglaries mentioned last month have reduced in frequency.
There has been a slight increase in the number of thefts from motor vehicles. The advice is to leave nothing of value in your car when you park.
c. Bristol Extended Schools Partnership
No report.
8 Budget
Agreed.
9 PACT/(Partners and Communities Together)/ Neighbourhood Partnership
TC facilitated a PACT session at this point in the meeting. It is intended that community members facilitate these sessions in future so as to demonstrate community ownership of the process.
Reporting back on the issues raised in February:
1. A4 bus lane abuse: Issue closed. This is being addressed by the introduction of a Showcase Bus Lane. It has become apparent that enforcement activity can just make congestion worse.
2. Condition of St Anne’s Woods: Issue closed. This is being addressed by the formation of a "Friends of St Annes Woods" group following successful community action to clear up the woods with help from BCC.
3. Parking in Sandy Park Rd: continues due to no response from highways and additional time required to do enforcement action.
4. Crossing on School Rd. adjacent to Allison Rd: Issue to be reviewed in 4 months. The S106/S278 agreements associated with the Latimer Close development should address this crossing issue.
New issues were raised at the meeting and prioritised so that the following 3 matters will be addressed over the coming month.
1. Parking in Sandy Park Rd.
2. Graffiti and anti-social behaviour at the Brislington Hill Shops car park.
3. Littering at the rear of Wicklea.
Progress will be reported at the April meeting. Action sheets for these continuing matters are attached.
10 AOB
10.1 Broomhill Post Office is threatened with closure. Concerned parties should write to the National Consultation Team at Post Office Ltd.

10.2 The Good Intent public house may be under threat of closure/up for sale. This could be another community source under threat of disappearing.
10.3 DW gave a Voscur report.
12th March is National No Smoking Day and everyone is encouraged to make their home a no smoking area for this day.
The Hengrove park planning application is being submitted this month.
There is a Voscur assembly meeting at Shirehampton Hall on 18th March SP will attend.
