2 Allocation of minute taker

3 Minutes of last meeting
The PACT data sheet number 6/BS 135. Action 1, Wicklea clean up day, the Partner Agency responsible for this was BCC Youth Services.
This aside, the minutes were accepted as a true record and signed by the Chair.
4 Matters Arising
4–7a.Garage Strategy Project. A response has been received stating that the project is not accepting invitations to meet with any community groups. After a short discussion, it was decided that the secretary should write once again to the project, copying the council members and Graham Sims, advising of our next meeting date and requesting the attendance of a member of the GSP.
5.5 John Leah has been supplied with contact details for Ann Stobbs and a copy of the interim Community Action Plan.
6.3.1 The secretary has obtained an application pack for the Yapp Trust.
6.6.2 The issues forum is now in an early stage of development, being populated with information. It is anticipated that this will be rolled out shortly.
10.1 The Secretary has written to the Post Office concerning the closure of the Broomhill branch and has received an acknowledgement. Councillor Barbara Lewis has also written and lodged a 749 signature petition.
5 Project updates
6.1 St Anne's Park
No report.

5.2 Community Action Plan
5.2.1 The CAP group met on 10th March. Information from the BCC Officer workshop has been incorporated into the draft plan, additional material has been added and it has been circulated to Community Development and Sustainable Cities Team for comment. We await information about printing and distribution costs.
5.3 Respect
5.3.1 The £5000 in BCC budget for the future funding of the detached youth work project may require an application to be filled in order to complete the audit trail.
5.3.2 The grant money for the skateboard project has been successfully spent down to the last £75, though this involved some last minute scrambling around!
5.3.3 Community Development has requested information concerning the availability of the skate equipment and staff for a potential event in St Pauls.
5.3.4. There is some marking of the walls and floor of the sports hall. This is thought to be minor in nature.
5.3.5 The skate project vision statement is to go out with the next set of BCP minutes.

5.3.6 Respect is to be congratulated on this achievement.
5.3.7 It was suggested that BCP would find some money to help with the formal launch of the skate project.
5. 4 Wicklea Shadow Management/Young Bristol
5.4.1 Young Bristol has been unsuccessful with its application to the Community Access Fund.
5.4.2 Young Bristol will now rely on its own means to fund the project.
5.4.3 Young Peoples Services have lost the administrator at Wicklea so there is now less cover in the office than ever. This means that the building is sometimes un-manned during the day and may appear to be shut to the casual observer.
Secretary to write to YPS and Community Development.
5.4.4 The computer groups continue at Wicklea.
5.4.5 The community room is now under the auspices of YPS not the Community Association.
5.5 Nightingale Valley
5.5.1 AG has met with South Bristol Riverscapes Project so that they might lay out their intentions.
5.5.2 The intention is to hold two events to promote public participation.
5.5.3 There could be circular walks, the production of nature leaflets, clear-ups could be promoted, a community walk organised, wildlife may be monitored, self guiding walking leaflets produced. Any materials produced will be of a professional standard.
5.5.4 The staff attached to this project is funded for up to three years.
5.5.5 LH works in some of the other areas affected by this project and may also be able to help in Brislington.
5.6 Website
5.6.1 AP has updated some of the information on the website.
5.6.2 The site has been successfully migrated to a new server now. [Note fropm webmaster - this is being done w/c 14th April.]
5.6.3 Can we check that all the information is up to date.
5. 7 APAG
5.7.1 Easter weekend saw many people attend the Park for the Easter egg hunt. A really successful event.
5.7.2 APAG will hold another fun-day in the Park on the 6th of July.
6 Community Issues
a. Planning Applications
Garage Strategy Project.
There are two sets in Brislington West.
Hungerford Road – letters to stakeholders went out one month ago regarding access rights across the land and also to tenants of plots and garages. There has been very little response to these letters.
Westbrook Road is to be surveyed in two to three months time.
DW to photo sites.
Brislington East has sites at Gilton house, Castlegate house, Capgrave Crescent, and St Aubin's Avenue.
1 Wick Rd – application resubmitted with one less flat.
6 Hollywood Rd is going to appeal.
36, Rochester Road is going to appeal, SAPRA will also be commenting.
Bristol Neighbourhood Planning Network (BNPN) and BCC have been involved in a pilot programme of community involvement in the development control process. This has gone so well that the intention is to roll out the programme across the city. Charitable funding has been accessed to pay for an administrator, to facilitate contact between developers and community planning groups. It is suggested that BCP vest its planning interests in a formal group.
b. Community Intelligence
No Report.
c. Bristol Extended Schools Partnership
Holiday Activities. The February holidays saw attendance levels running at about 45 per day, today saw about 65!
Due to the new build at BEC the summer's activities will have to be dispersed across the area. A programme of Summer Challenges is planned, which could include activities such as doing up buildings. Wicklea is expected to be one centre for these activities.
Any voluntary group member who has already been CRB checked and is working with young people in the community can access CAF (Common Assessment Framework) training through AS.
Dates for training are 23/6 and 16/7 at Bristol South Sports Centre, contact AS or Jan Whitfield (via BCC).
The new BCP logo should be ready soon.
Connexions wish to attend BCP and/or Respect.
AS to invite.
The ESP agenda is expanding to include more agencies and community groups.
A programme of peer tutor training is taking place in schools, this looks a little like mentoring.
7 Budget
Agreed.
8 PACT/(Partners and Communities Together)/ Neighbourhood Partnership
Reporting back on the issues raised in March:
1. Parking in Sandy Park Rd.
2. Graffiti and anti-social behaviour at the Brislington Hill Shops car park.
3. Littering at the rear of Wicklea.
These issues were closed, but will remain subject to future review.
New issues were raised at the meeting and prioritised so that the following 3 matters will be addressed over the coming month.
1. Speeding in Broomhill.
2. Inappropriate/illegal use of Broomhill by heavy lorries.
3. Parking issues in Fermaine Ave.
Progress will be reported at the May meeting.
9 AOB
9.1 Brislington Neighbourhood Centre is holding a fun day on May 5, all welcome at 202 Allison Road.
9.2 JL expects to begin his research project at the end of this month.
9.3 Brislington parks and green spaces strategy will be one of the first to see light of day. Richard Fletcher will be leading on this in this area and expects to hold six sessions with all user groups to develop a plan. Interested parties should contact RF.
