3 Minutes of last meeting

Minutes for April were sent out by post to all who do not receive them by e-mail along with a Freepost facility to enable those that wish to continue to receive minutes by post to tell us so. However VM did not receive this.

The minutes were accepted as a true record and signed by the Chair.

4 Matters Arising

4.Garage Strategy Project. The secretary has written once again to the GSP requesting the attendance of an officer at a meeting. The GSP are still unwilling to co-operate in this way. LH reported conversations with the GSP: GSP does not have the capacity to attend all the community groups that may wish to see a representative but are happy for a representative of BCP to attend one of the stakeholder meetings they will hold.
The discussion highlighted that the GSP has the potential to impact far beyond just the tenants of the garage areas under consideration. Also if the Neighbourhood Partnerships entities are to have any meaning or purpose then bodies such as the GSP must find the capacity to engage with them in order to discuss legitimate concerns. A key aim of the Project is to provide a needed capital injection to the Housing Revenue Account (thereby helping to fund improvements and repairs to existing housing stock) and to help reduce housing waiting lists.

5.1 SP reported that Nicky Thompson (St Annes Park) reports it is often difficult to get to BCP now due to family commitments but continues to be involved with SAP and is interested in the St Annes Wood group.
5.3.5 Skate project Vision Statement was circulated with the April Minutes.
5.4.3 SP has written to YPS and Comm. Dev. regarding loss of administrator resource at Wicklea and consequent unmanned/closed appearance of the building. The administrator resource is to be re-instated at a level of 20hrs/week. YPS remains committed to Community use of Wicklea.
6a. DW presented a report on the Garage sites in Brislington—attached to these minutes. Secretary to send copy of report to GSP.

6c. Connexions has been invited to attend BCP and intend to do so. Representative currently on annual leave.

5 Project updates

6.1 St Anne's Park

No report.

5.2 Community Action Plan

5.2.1 The Community Action Plan will be formally launched at the APAG Fun Day on 6th July. The CAP group is obtaining costs for the print run of the plan and identifying sources of funds.
5.2.2 AP tabled the Actions Summary from the CAP group—attached to these minutes. Everyone to read, comment on it, and hopefully volunteer to participate in action sub-groups.

5.3 Respect

5.3.1 The street based youth workers have now been C-Card trained (can carry supplies of condoms) and will be offered places on a CAF (Common Assessment Framework) training course.
5.3.2 The street team and skateboard project workers have received no pay increase since the start of the projects (well over a year). They are now more highly trained and more experienced than when first appointed and represent a valued resource for the community.
5.3.3 SP proposed a pay increase for the street and skate teams of 4%. Seconded by LB and unanimously approved.

5. 4 Wicklea Shadow Management/Young Bristol

5.4.1 No Report from YB.
5.4.2 SP to discuss community access arrangements with Phil Cotgreave due to new level of administrator availability.

5.5 Nightingale Valley

No Report.

5.6 Website

No Report.

5. 7 APAG

5.7.1 Planning for the Fun Day (6th July 1-4pm) continues.
5.7.2 Star FM radio station are looking for community events to publicise.
TC to pass details to SP.

5.8 Planning Matters

5.8.1 Following a successful pilot in St Paul’s, Redland & Cotham and Christmas Steps a new, pre-application, community involvement protocol is being rolled out across the city. As a member of the Bristol Neighbourhood Planning Network, BCP is eligible to participate in this.
5.8.2 Participation will not impair the ability of BCP or its members to comment at the post-application stage. We need a panel of volunteers to get involved in this. AP and SP intend to be involved. Councillors probably shouldn’t involve themselves in this due to potential conflicts of interest.

6 Budget

Agreed.
6.1 The Bank Manager has recommended that BCP opens a deposit account.
6.2 BCC requires BCP bank details in order to make transfer of Neighbourhood Partnership funds.
Treasurer to provide to BCC.

6.3 BCC has £5000 in budget for Respect youth work this year. We expect to have to file an application form for this.

7 Partners and Communities Together/ Neighbourhood Partnership

The heavy policing requirements associated with the terrorism enquiries in Westbury-on-Trym has resulted in a significant loss of resource in the Brislington sector for PACT activities. The following issues are therefore rolled-over to next month.
        1. 1. Speeding in Broomhill.
        2. 2. Inappropriate/illegal use of Broomhill by heavy lorries.
        3. 3. Parking issues in Fermaine Ave.

These issues were closed, but will remain subject to future review. The Brislington Go-Getters group has highlighted a number of issues to bring forward to a future PACT session:

        Junction of Salisbury Road with Wick Road - parking
        Lytham House - drop kerb issues
        West Town Lane pedestrian crossings - siting

PACT issues may also be raised using the A&S police web-site and on the soon-to-be-launched Brislington Issues Forum.

8 Community Intelligence/Anti-terrorism

Following the events in Westbury-on-Trym and in other cities Police report a change in perception among members of the public regarding the topic of terrorism. People are now more thoughtful.

9 AOB


9.1 ESP. CAF training is available for all who come into contact with young people. Contact is AS initially.
9.2 A number of summer activities are being organised, some will take place at Brislington Sports Centre, some at Wicklea. These may take the form of "Summer Challenges". 9.3 AS, LH, EV and AH are all involved in community audit activities and hope to combine their efforts to maximise effect.

9.4 ESP continues to signpost activities in the community.
9.5 Things to think about for Neighbourhood Partnerships:
Should BCC officers routinely attend even if nothing of relevance to them is being discussed? Would Officer Champions for NPs be appropriate?
Some NP boundaries are being reconsidered in central Bristol.

9.6 Large scale maps of the Brislington NP area are available and were displayed at the meeting.
9.7 AP and SP have met with Richard Fletcher of Bristol Parks regarding the imminent Area Green Space consultation exercise. RF expects to hold 6 meetings in our area and will address BCP at the next BCP meeting. Everyone please note BCC Parks phone number: 0117 922 3719
