3 Minutes of last meeting

Minutes for April were sent out by post to all who do not receive them by e-mail along with a Freepost facility to enable those that wish to continue to receive minutes by post to tell us so. However VM did not receive this.

4 Matters Arising

4.Garage Strategy Project. The secretary has received a number of copies of the Project's newsletter and these were made available at the meeting. More can be obtained if required. GSP has offered to come to the July BCP meeting if appropriate.

5.4.2 Phil Cotgreave has confirmed that he is happy for BCP to encourage new and existing groups to make better use of the facilities at Wicklea across this financial year provided the relevant paperwork is in place.
6.2 Bank details have been passed to BCC to facilitate funds transfer.
6.3 An application to secure the required audit trail to access BCC funds for the Respect project is in hand.
9.3 SP, AS, LHe and AH met this morning to co-ordinate their efforts to produce a database of information that may be applied to a new directory and green mapping project. This work is likely to take some little time and will continue collaboratively.


5 Area Green Space Plan

5.1 RF & PW made a presentation to the meeting on the forthcoming AGSP. The aim of the Area Green Space Plan is to create a spatial and investment plan for each designated Neighbourhood Partnership area (in this case Brislington East & West wards) to enable the people of Bristol to have easy access to a range of good quality green spaces and facilities as set out in the council's Parks And Green Space Strategy.
5.2 The Spatial Plan will provide a detailed model of the future provision of green space across the city based on the application of The Bristol Green Space Standards in quantity and distance e.g. a Multi Use Games Area (MUGA) within 1km of home, a Wheels Park within 2km. This will determine the future location, amount and type of space as well as identifying sites of low value that could be disposed of or used for other land requirements.
5.3 The Investment Plan will identify where investment will take place in terms of types of space, setting a broader plan of where facilities are needed and will set priorities of this investment. Investment Plans will seek to improve parks and meet the Quality Standard of "Good" across each area.
5.4 Stakeholder participation in the Brislington programme is scheduled to start early in June and continue until mid-August, with a period of public consultation beginning in the middle of September and continuing until the end of October.
5.5 Three new posts are being created to write the Area Green Space Plans and manage the process. These officers will need to call on the support of other council officers in: Bristol Parks, Sports Development, Planning, Sustainable Cities, Transport, Education, Housing, Asset Management and also support from outside the council.
5.6 Work has been ongoing to model the Green Space Standards in Brislington and gather additional information.
5.7 Work currently in progress includes an assessment of legal and planning constraints on various sites that will contribute to a debate about low value spaces.
5.8 Further work is required on links with the Bristol Biodiversity Action Plan, discussions with local football teams and making connections with schools.
5.9 The types of space to which policies and standards are given in the Parks and Green Space Strategy are children and young people's space, formal green space, informal green space, natural green space and sports space.
5.10 The Brislington Neighbourhood Partnership area is above the Bristol Quantity Standard for informal green space and natural green space.
5.11 It is below the Bristol Quantity Standard for children's play-space and formal green space.
5.12 Initial work on the Brislington Area Green Space Plan suggests options to increase the number of children's playgrounds and provide more formal green space on three sites – leading to a reduction in informal green space. There is a requirement for more facilities for young people including potentially two Multi Use Games Areas and a Wheels Park. There is a need for investment in traditional parks and to reduce the active sports space capacity.
5.13 Early work shows that high-value recreational and wildlife spaces dominate in Brislington and that topography is a key factor.
5.14 Eleven Parks and Green Space Strategy sites are currently subject to a constraint assessment, along with a further three allotment or grazing sites.
5.15 Participation process considerations:

There will be a further seven ‘core' sessions for stakeholder participation and these will cover an introduction, site visits, spatial analysis of the sites, investment, investment priorities and a presentation of the draft recommendations. There will also be a number of issue or site based sessions.
5.16 Potential participation topics:

St Anne's Wood—designing out antisocial behaviour,

Brislington Meadows.


6 Project updates

6.1 St Anne's Park

Ten trees have been secured for planting in the park later in the season to replace some of those removed earlier in the year.

6.2 Community Action Plan

6.2.1 The final version of the report is currently in design.
6.2.2 The Community Action Plan will be formally launched at the APAG Fun Day on 6th July.

6.3 Respect

No report.

6. 4 Wicklea Shadow Management/Young Bristol

Matters are in the BCC court as regards Wicklea. YB is awaiting news from the council.

6.5 Nightingale Valley

6.5.1 AG has cleared up around the pond in the last few days and placed the logs retrieved from the pond beyond reach.
6.5.2 Living Rivers project work. GPS data has been gathered, and photographs have been taken for inclusion in leaflets so as to make better use of Nightingale Valley as a recreational resource for walks etc.
6.5.3 A lot of rubbish is being washed down the brook by flash floods.
6.5.4 A number of barrels of tar are present in the valley but are considered by the Environment Agency to represent less of a threat if they are left alone, rather than retrieved and removed.

6.6 Website

Joules is pleased to report that more information is now coming forward for inclusion on the web-site.

6. 7 APAG

6.7.1 BMcL reminds everyone that the Fun Day is 6th July 1-4pm.
6.7.2 The APAG web-site has been revamped and links exchanged with BCP.
6.7.3 A second application for funding for the play area has been made for
12k - £13k.
6.7.4 STAR fm radio wants to be involved in both a PCSO organised clean-up activity and the Fun Day.
6.7.5 LHe was keen to remind everyone of the availability of the Sex & Drugs Litter Clean-Up Team.
6.7.6 It is proving difficult to get any organisation to admit to responsibility for the skate park area of the park. If anyone can shed some light on this, please do so!
6.7.6 New members are always welcome at APAG.

6.8 Planning Matters

Latimer Close—New application submitted
Bath Rd Brethren's Meeting Room—pre-application discussions taking place, this includes a drop in event at Prospect School on Thursday 5th June.
85 Eastwood Road (proposal for 6x2 bed flats) and
117 Birchwood Road (4x3 bed houses).

8 Partners and Communities Together/ Neighbourhood Partnership

8.1 LHe has been involved in various activities to produce a flyer for the Neighbourhood Partnership role and has secured a mailbox for use in the library.
8.2 Reporting back on the PACT issues from May, TC reported that he still awaits action from BCC officers regarding parking signage at Fermaine Ave & Allison Rd. This is carried over to next month.
8.3 For speeding and HGV issues at Broomhill Rd, surveys revealed very few vehicles speeding to an extent that they would warrant prosecution and no HGVs observed. These issues are now closed.
8.4 New issues raised for action are the potential that YP may hold "end of term parties" in local parks and speeding in Newbridge Rd. Members of the community are invited to assist with the speeding issue. Contact the Secretary if you're interested in getting involved.

9 Community Intelligence/Anti-terrorism

10.1 BCP has now succeeded in forming a Company Limited by Guarantee. Thanks were accorded to the Secretary for his work in this.
10.2 Eastwood Farm Summer Fair will be held on 31st August - All are welcome!
10.3 Licensed premise issues. Ron Stone (Resident & Licensing Committee member) offered to assist in any cases arising from these premises.
