3 Minutes of last meeting
3.1 The secretary reported that he has had a complaint regarding last month’s minutes. One recipient felt that they did not adequately reflect the degree of anger felt in the meeting regarding the performance of the Garage Strategy Project.
3.2 The secretary reported that it had been his intention to not over-dramatise the events of the July meeting, but that he had obviously failed to strike the right tone.
3.3 This matter aside, the minutes were felt to be a true record of the meeting and were signed by the vice- chairman.

4 Matters Arising
5.5 There is a meeting of the stakeholder panel of the Garage Strategy Project on the 13th of August at the Council House. David Waters will attend.

Representatives of the Greater Bedminster Community Partnership will also be attending this meeting, as will a number of Councillors.
Graham Sims has written to Council members to complain about the tone of the last meeting. Councillor Barbara Lewis has written in reply.

5 BCP: Agenda and Meeting Proposal
5.1 The Secretary explained a proposal to the meeting regarding future agendas and the structure of future meetings.
5.2 In order to demonstrate BCP ownership of the Community Action Plan it is proposed to adopt the topic headings from the CAP as the form for future agendas.
5.3 BCP meetings have already shown a tendency recently to be very long. There are 10 topic headings in the CAP (Environment, Employment, Older People, Younger People, Planning, Health, Education, Leisure, Crime & Safety, Traffic & Transport), so to avoid too long meetings it is proposed to deal with five topics only in each meeting, in alternate months. Urgent matters not on the agenda will be dealt with under Any Other Business.
5.4 Many BCP sub-groups and affiliates already exercise considerable autonomy and the new meeting structure reflects this and should enable them to continue to do so. Present groups have a natural fit within the new headings for reporting purposes. eg Respect within Younger People, FNV within Environment.

6.2 Groups should be encouraged to submit funding applications to BCP to finance work and projects within Brislington that address issues of concern highlighted in the Community Action Plan. Groups that apply for funding should be members of BCP or should join.
6.3 It is suggested that some of the funding be retained within BCP for publicity and similar purposes.

7.2 Community Action Plan
7.2.1 LH reported that the CAP has been mailed out to BCC officers.
7.3 Respect
7.3.1 The youth workers are trying to get funding to supply protection for the walls of the sports hall.
7.3.2 The police have attended Wicklea during skateboard sessions on a couple of weekends and have found a good group of young people. A number who were hanging around with no intention of participating left when the police arrived.
7.3.3 The detached youth work carried out by Respect project workers has proved to be a very effective way of attracting young people to the skateboard project.

7.4 Wicklea Shadow Management/Young Bristol
7.4.1 Young Bristol is still waiting for an offer of a lease of greater than 25 years.
7.4.2 £1000 has become available for essential computer maintenance but as this has now been done by a volunteer an alternative use for the money is being sought that will be acceptable to Quartet.

7.8 Planning Matters
7.8.1 Brislington Community Partnership is an active member of the Bristol Neighbourhood Planning Network.
7.8.2 Bristol NPN has engaged effectively with Bristol City Council and has helped to produce a Statement of Community Involvement that is now being held up as an example of best practice. This, after an earlier effort by BCC had been deemed not fit for purpose by a planning inspector.
7.8.3 Following BCP and Bristol NPN submissions, the government has released details of its proposed changes to the South West Regional Spatial Strategy. Government proposes a very large increase in the amount of housing in the Bristol area. BCP will make representations via Bristol NPN.
7.8.4 BCP continues to engage in the development of the BCC Core Strategy element of the Local Development Framework. Meeting and workshop details can be found at:

8.1 A brief summary of PACT activities was given.
8.2 Bloomfield Road speeding: awaits resources.
8.3 An excellent public meeting has been held Re: anti social behaviour in Bloomfield Road, particularly fly tipping. The speeding motor cycle is no longer an issue. An operation to deal with licensed premises issues was cancelled at force level. It is hoped that this can be rearranged at a future date.
8.4 Runnymead Avenue: abuse of dropped kerbs by scooters and motorbikes. Cycle access issues have to be investigated.
8.5 These three issues continue to receive attention.
8.6 AB will seek out possible alternative venues for future meetings for PACT and BCP in order to increase presence throughout the two wards.

9 Community Intelligence/Anti-terrorism

10 AOB
10.1 CL suggested that the Cycling City team be invited to present to BCP in light of the ongoing Area Green Space Plan consultation and the need to ensure that cycling issues not be prejudiced by potential disposals.

10.2 HA briefed on the South Bristol Riverscapes Project. This is a project initiated by Living Rivers and Network South Bristol. Some river groups were already in existence at the start of the project (including Friends of Nightingale Valley) and more will be created. The aim of the project is to put the rivers of South Bristol "on the map" and to get them more highly valued.
10.3 The "Brislington Brook Trek" will take place on Sunday 19th October, as part of the "Wild Waters" fortnight. Starting at Saltwell Viaduct at 1000 and finishing at St Anne’s Church at about 1300.

10.4 RB gave a report on the Dog Warden service and on the law as it relates to fouling by dogs. All stray dogs are now the responsibility of the local authority though there is no collection service. Members of the public must take strays to the dogs' home. There is a retrieval fee to be paid in order to secure release of a dog from the dogs’ home. If the owner does not recover a dog, then BCC assumes ownership of the animal, which is then gifted to the dogs’ home for re-homing. The vast majority of dogs are successfully re-homed.
10.5 Dog fouling attracts a fixed penalty fine of £80 that is reducible to £60 upon prompt payment. If taken to court, magistrates may impose a fine of up to £5000. BCC requests community help in identifying offenders, descriptions of dogs and owners being of particular use. Guide dogs and Police dogs are exempt from the law, but not guard-dogs.

10.7 CB introduced the MEND (Mind, Exercise, Nutrition…Do it) programme. This healthy lifestyle programme is open to children aged 7-13 who are above their ideal weight. The programme is expected to start in Brislington on 29th September. More details can be found at:
