MINUTES

3 Minutes of last meeting

6.4 The Chair outlined a proposal for attracting applications for funding from BCP to deliver work and projects within Brislington that address issues of concern highlighted in the Community Action Plan. Some of the funding will be retained within BCP for publicity and other purposes. The proposal met with general agreement and will be circulated with these minutes.
10.1 The Cycling City team have yet to reply to the invitation to attend BCP.


5 Budget

5.1 TD & DW have had discussions with the Bank Manager regarding the running of the BCP account. The manager advises that BCP use business and deposit accounts that incur no charges but yield much more interest. There are no implications for the proposal to achieve charitable status or become a Community Interest Company and it should be possible to get the interest without tax. 5.2 PM proposed that BCP act on the recommendation, seconded by RM. All voted in favour.

6 Brislington Issues Forum.

6.1 The Brislington Issues Forum is officially launched today, September 1st. Everyone on the BCP circulation list should by now have received an invitation to join. The forum can be accessed here

7 Environment

7.1 APAG expect to obtain a couple of benches for Arnos Park, though there may be a problem with getting money for fixing them. The path up to Knowle is on the priority list for repair this year. 7.2 It is possible that a risk assessment will be carried out on the skate area in Arno’s Vale Park that may result in a decision to fence it.
7.3 A part of the cemetery (not used) may be ceded to the park. It now seems likely that a gate may be provided between the cemetery & park.
7.4 Plans are being made to involve St. Anne’s School in a programme to install bird boxes in the park.

7.6 JL is holding the first focus group session of his research programme tomorrow, 2nd Sept.


8 Employment

8.1 Jo Weenink was introduced to the meeting. JW is a member of the Learning Community Team and focuses on issues of low educational attainment (and consequent employability).
8.2 SP has introduced JW to a South Bristol employer (Bristol South Crossroads—a domiciliary care agency and charity). LCT & SBXR intend to develop training courses for local people to Level 1 & 2 in Health & Social Care and SBXR will guarantee a job interview with feedback for those students who complete the courses.
8.3 If this model can be shown to be robust we will try to roll it out to other organisations. AP suggested St Anne's Neighbourhood Daycare may be interested in participating and that links might be made with UWE and U of Bristol Lifelong Learning.

9 Older People

9.1 PCSO Paula Perry is hopeful of accessing funding for personal alarms from Sutton Estate’s Community Investment Fund. PP requests use of BCP’s banking facilities to handle any cash that is forthcoming. This approved by the meeting. 9.2 MK reported that the Silver Surfer sessions that he runs could do with some additional publicity support. Uncertainty over the future of Wicklea is proving to be a significant barrier to engagement. 9.3 AP & SP are meeting with Terry Cook (BCC Exec member for NPs) and Wicklea will be one of the topics for discussion.

10 Younger People


10.1 The summer BYCA events (including the Wicklea Challenge) went very well. The Wicklea Challenge involved painting of the building and cooking for the Thursday Luncheon Club.
10.2 A kayaking activity went very well with 2 participants achieving a National Star1 award. Thanks are due to Keith Hobden.
10.3 A climbing activity, though not well attended, also went well.
10.4 Six weeks of football coaching were delivered, as were a Survival skills day and an orienteering activity. All this were well received too.
10.5 Many YP received certificates for their participation in these activities.
10.6 Many attendees at the meeting were unaware of the BYCA activity and asked for greater publicity for future events.

10.7 Extended Schools Partnership funded work at the holiday play scheme at Brislington Neighbourhood Centre.
10.8 Respect. The line managers of the Outreach Workers have not reported to the Respect group for some time.
SP to write to line managers and request report.
10.9 The skateboard team feels that the Police visits on Saturdays have been of great benefit.
10.10 The missing funding application has turned up and been resubmitted with additional information as requested.
10.11 Funding is being sought to install protection to the walls of the sports hall.


11 Planning


11.1 AS advised temporary bus stops will be used in the vicinity of BEC during demolition at the school due to the site traffic.
11.2 AS confirmed that where parking is an issue photos are of great use.
11.3 The main planning application of interest at the moment is that from The Lynwood Trust for Lynwood and its adjacent place of worship on Bath Rd.
11.4 Garage Strategy Project. The consensus is that the GSP was already too far down the road for NPs to engage in meaningful consultation. Future consultations (community involvement) exercises must be done better.
11.5 DW gave a report of the recent GSP stakeholder meeting. Capgrave Crescent garages show high occupancy (14 let out of 16) and are in good condition yet BCC insist on railroading the sale through. This appears to be in contravention of the GSP's own rules. There appeared to be conflicts of interest in the meeting where stakeholders were voting on own and other sites.
SP to write re: possible process abuses and copy to MP.

12 Neighbourhood Partnerships/PACT.

NS facilitated a PACT session.

13 Any Other Business.


13.1 Brislington Neighbourhood Centre AGM is on 16th September.
13.2 A new book Brislington Revisited, written by Jonathan Rowe and produced by the Brislington Conservation and History Society, is being launched with a book signing at Wick Rd Library on 15th September.
13.3 BCP AGM will be held at the November meeting. Please give some thoughts to officer nominations.
