The letter written by Cllr Lewis was sent to Jan Ormondroyd (BCC Chief Exec.) and not Graham Sims.

4 Matters Arising
9.3 AP has written to Rose Richards regarding access to Wicklea. Letter passed to Phil Cotgreave for action.
10.6 Greater publicity of BYCA events has been requested.

10.8 SP has been unable to get response from Respect line manager. LB will supply up-to-date contact details.

5 Neighbourhood Partnerships/PACT
5.1 AP, SP & LHe met with Cllr Terry Cook and had useful discussions around present and future finance, councillor involvement, Wicklea & Young Bristol.
5.2 TC has arranged a summit meeting of interested departments to thrash out the Wicklea issue.
5.3 BL has met with Jan Ormondroyd. JO will also seek to progress.
5.4 Trevor Jones reported at 1st Oct Respect meeting that BCC still appear unwilling to move from their 25yr lease position. If this does not change within the next month YB will break off discussions.
5.5 BCP remains committed to youth and community access to Wicklea and wishes to position itself so as to investigate the Community Asset Transfer route. AP & SP to talk to John Bos of BCC and Matthew Symonds of Voscur, separately. Also compile a list of "flagship" CATs. LHe to arrange meetings.
5.6 BCP to recruit members for a sub-group to progress Wicklea project.
5.7 AP reported on an archaeological field walk of area of land to rear of Wicklea, associated oral history from community members and a maps investigation. This work has confirmed presence of artifacts asociated with horticultural activity, use as gardens and use as allotments from 1939-2000.
5.8 BCP wish to see this land returned to allotment use (there is local demand for allotments).
CL to confirm situation with local allotment group.
LHe to talk to Parks Dept.
5.9 Stephen Moore wants to meet with BCP
LHe to arrange meeting.
BCC are running a Neighbourhood Partnerships conference in November, all welcome, details to follow. 5.10 BCC intends a consultation database to identify community involvement opportunities in each NP area.
5.11 Filwood, Knowle & Windmill Hill NP was launched on 1st Oct. FK&WH neighbours BCP.
5.12 A PACT session was facilitated by PP, AP & AB. Report attached.
5.13 AB advised that he is changing role in A&S Police. Thanks to Andy for all his work in the area. PC Neal Scarborough will be taking over from AB. Neal is well known to BCP for his work with the Respect project.
5.14 Future meetings of BCP (including PACT) will be taking place at various other sites around the Brislington wards, travel may be provided. This will be well publicised. Hungerford Community Centre and BEC are likely candidates.

6 Budget/funding
6.1 AP reminded the meeting that BCP is seeking applications for project spending/funding. Groups should be encouraged to submit funding applications to BCP to finance work and projects within Brislington that address issues of concern highlighted in the Community Action Plan. Groups that apply for funding should be members of BCP or should join.
7 Working groups
7.1 BCP planning group met at Arno's Manor Hotel and will begin to develop an Area Plan for Brislington.
7.2 Discussions on the Brislington Issues Forum about the proposed closure of Jubilee Pool led to a meeting at the Bocabar. This was poorly attended.
7.3 We will try to raise some interest among parents at local schools and see if there is interest in FK&WH NP.

8 Health
8.1 The proposal for the Multigym at Wicklea. The coaches of the proposed boxing club have the required qualifications.

9 Education
9.1 The new representative of ESP is Mike Smith. Mike lives in Swindon. Additionally, Locality Governance now has its own agenda so we may not see Mike very often or at all. We will endeavour to maintain contact.

10 Leisure
10.1 The Area Green Space Plan consultation is ongoing and has had a mixed response. There have been some problems with admin (confusing messages about venues etc) and Richard Fletcher is operating under some serious pressures due to the calendar/timetable. Overall, the involvement process is of a good standard.
10.2 World financial events will inevitably have an impact on council funding levels.
10.3 Reminder: Brislington Brook Trek 19th October, 10-00am at Saltwell Viaduct
10.4 Cycling City initiative. It is John Roy's intention to come out into the community to talk to all NPs, but he is not yet ready to do so.
11 Crime & Safety
11.1 Additional & separate from PACT matters above, the Bloomfield PH license is under review.

13.1 Ali Hender is currently hospitalised.
