Correction:
12.4 Should read: "It was agreed that we invite someone to come along and discuss options for simple designs to a street to slow down traffic. Speeding or perception of speeding is a subject that has been brought up time and again during PACT meetings. This style of public realm design is called DIY Streets!"
3.1 This aside, the minutes were accepted as a true record & signed by the Chair.

4 Matters Arising

Wicklea:
Nothing not on the agenda.



5. Wicklea

5.1 DW & TD met with Shadow Mgmt on 8th December, regarding support for YB bid.
5.2 Three key results from this meeting:
1) Young Bristol to reiterate declaration of intent re Wicklea,
2) other parties are showing an interest in Wicklea i.e. PCT - interest in setting up a healthy living centre this has greater potential benefits for the community than just a youth centre. Members of BCP are meeting on Thursday with Ben Bennett of NHS Bristol (the new name for the PCT),
3) There will be a further meeting with Shadow Mgmt on 12th January to convey outcome of Thursday’s meeting at NHS Bristol.
5.3 There will be a meeting later in month (28th Jan) with Graham Sims & John Howse about Wicklea.

6. Health – Bristol LINk

6.1 Caroline McAleese gave a presentation on LINk organisations—these bodies have to be set up by Local Authorities and continue the work of the old PPI forums and Community Health Councils, but include Social Care in their sphere of interest as well as health.
6.2 Bristol LINk is hosted by the Care Forum and is not merely a talking shop but has a number of powers, including rights to enter and view facilities, and has representation on the Health Scrutiny Commission
6.3 Bristol LINk currently has an interim steering group that will become a core management group with representatives from LINk Working Task Groups.
6.4 There are currently 9 task groups, three are pro-active in setting up the LINk. We would welcome new participants to attend these meetings:

• 1. Governance group
• 2. Communications group
• 3. Engagement and inclusion group

Five are groups re-active to the issues and concerns of participants currently involved in the LINk:

• 4. Direct Payments
• 5. South Bristol
• 6. PCT and GP led services
• 7. Acute Hospitals
• 8. Joint Strategic Needs Assessment
• 9. Short task and finish group to reply to the NHS Consultation on NHS patients who wish to pay for additional private care - Consultation ends mid January 09

Task groups are soon to be set up for children and young people, mental health service users and carers. Please contact the Care Forum if you are interested in taking part in any of these.
6.5 Keep an eye out for the LINk website. The public is warmly encouraged to get involved in Bristol LINk.
6.6 The next LINk Steering Group meeting date is at 2-00pm on 15th January at the CREATE centre.

7. PACT

Nightingale Valley/Brook Books: 7.1 A full PACT session was facilitated by Brislington & St Anne’s Policing Team, notes are attached.
7.2 Long-term concerns regarding Tesco underpass area and the lack of lighting away from underpasses/bridges will be addressed at a meeting with BCC and Tesco later in the month. 7.3 Concerns regarding St Anne’s Woods and illegal motor cycle use.
7.4 All these locations will probably be looked at as part of AGSP.
7.5 Response post cards have been and are circulated through doors by police for return.



8. Environment Spring Clean

8.1 Sarah Howard and Denise James provided information on the Spring Clean initiative from Clean & Green. Spring Clean is eager to work with NPs and have an amount of money to deal with a number of issues (deep cleansing, erasing of graffiti).
8.2 Issues raised in the meeting included: the condition of Arno’s gateway, the old Esso filling station site on Bath Rd and the condition of the verges etc near to St Brendan’s.
8.3 The community is able to work on a voluntary basis with Spring Clean, some work is done with the Probation Service.
8.4 The closing date for bringing items to the attention of the team is 16th January. For more information see:
