4 Matters Arising

Item 5.3 - Meeting planned for 28 January was cancelled due to Graham Sims needing to take further advice. Further discussion on this issue in Item 6 below.
Item 12 – date for May (4th) meeting is a bank holiday, agreed to change to 11 May.
It was noted that there was a good turnout of residents at the 5 January meeting. It was agreed that the profile of the bus needs to be raised. The possibility of community notice boards was discussed –cost approximately £800 each, unsure if this includes siting. Maintenance needs to be considered. The possibility of a working group to develop a publicity strategy was discussed. Action: LH to produce a flyer



5. Funding Applications

5.1 SP requested the formation of a sub-group to work on funding applications being made by BCP. This was agreed.
5.2 Proposed that this be chaired by the Treasurer, CL agreed to this. Further names put forward for the group were Rosie Tomlinson and Steve Appleford (as an advisor). SP volunteered to remain involved. LH volunteered to share her skills and explore possibility of VOSCUR training.
5.3 CL took on responsibility of forming the sub-group.

6. Wicklea/Shadow Management

6.1 January 28 meeting was cancelled by BCC officers due to further advice being sought.
6.2 There was discussion about the stumbling blocks to negotiations over asset transfer; the tension between current users' needs and wider community use was explored.
6.3 There was general agreement that the centre was an asset for the whole community and that BCP and the Shadow Management should come to a consensus and present a united front to move proceedings forward.
6.4 Other agencies involved include NHS Bristol. DW had a very positive meeting with a public health worker to discuss their engagement with BCP and the area's healthy living aspirations. GPs have also expressed views that they wish to share with BCP at a future meeting.
6.5 GL has a copy of the statement of intent from Young Bristol which she will email to BCP members as background reading.
Action: All four Councillors to fix a date and convene the meeting of interested parties as a matter of urgency.

7. Respect Project

7.1 The meeting was cancelled.
7.2 There was discussion about the remaining funding for detached youth work and whether it should continue given low contact numbers, or be transferred to the skateboard project.
7.3 SC and MP expressed concern that large numbers of young people (e.g. 20 – 30) continue to gather near shops and cause problems. There was concern that the detached workers have not engaged with these groups. TC felt the outreach work was important to the police aims.
7.4 It was agreed that the funding remain in place for outreach and that the detached workers liaise with SC and MP with the aim of more accurately targeting their work.



8. Treasurer's Report

8.1 Accounts to 16th December were distributed with January’s minutes. CL read through them for the meeting.
8.2 PM reported from APAG that they remain committed to keeping the current financial arrangement with BCP.

9. Neighbourhood Partnership/PACT update

9.1 Maine Avenue – Traffic/parking problems. Meeting held to capture residents' concerns. Andrew Spicer attended and took away good proposals for solutions. Next meeting will make decisions on way forward.
9.2 Good Intent – have written to the brewery (Enterprise Inns) and Mr Hulls. TC due to meet Mr Hulls on Monday to explain the community’s concerns. MB gave TC a list of resident's concerns. He asked that adjacent streets to the Good Intent be canvassed for their views by questionnaire.
9.3 Birchwood – the action plan has been posted on the internet, but details have been anonymised. Case conference held with SARI and Georgie Bryant (Safer Bristol). Street survey and environmental audit being developed to gain better understanding of why young people are causing problems here. Pizza and cola evening being held to engage with young people.
9.4 Runnymede Avenue – cctv installed to monitor drivers ignoring traffic controls. TC distributed chart showing numbers and times of day of incidents. Numbers not high but pedestrians are being put at risk. Data will be used to develop a response.
9.5 Closure of police front office – statement from police "The Avon and Somerset Constabulary continue to see the provision of station office facilities at Brislington Police station as being a key part of its commitment to Neighbourhood Policing. It is regretful that we have had to temporarily close the facility and are actively looking at its reopening as soon as practicable as part of its Policing Pledge to the Neighbourhoods of Brislington."
9.6 West Town Lane junction with Lidle – visit for residents was held as promised but residents and police were not invited due to misunderstanding over whose responsibility it was. A further meeting has been arranged for 6pm on 19 February – convene in the BCC car park opposite. Terry Bullock (BCC Traffic Management) has offered 4 residents a visit to York Court to view cctv images of the junction. Two places have been taken, so two more are available.
9.7 Callington Road underpass – clean up wanted but unable to contact Clean And Green team. CL was advised to contact Sarah Howard.


10. Any Other Business


10.1 CL raised concern over river contamination. Was advised that the Environment Agency are monitoring the problem.
10.2 TC announced PACT road show on 18/03/09 at the Imperial Ground to celebrate 1st anniversary. Asked for volunteer to speak about BCP area successes. LB volunteered.
10.3 BCP needs to adopt a number of policies to make the organisation fit for fund raising. Awaiting templates from LH. Will need to be a future agenda item.
10.4 LB proposed that the BCP committee is formally elected at the April meeting.
10.5 CL wants to invite someone from Sustrans to present on DIY streets. Was agreed that this could not be March or April due to agenda commitments.
10.5 DW has invited a representative of the new South Bristol Hospital to attend the April meeting.
