2 Minutes of last meeting

Corrections to matters arising:
Under Item 6:'Wicklea' should read 'Brooklea' in both instances.
The word 'partnership' is misleading and too formal, should be regarded as working towards a partnership.
Under Item 10.4'officers' should read'members'. Duties not exclusively the administration of asset transfer.

With these corrections, the minutes were accepted as a true record.

3 Matters Arising

4. Travel Smart – Rob Wall Sustrans

Sustrans is a national charity that promotes sustainable travel, 30 years established and based in Bristol. Its mission is to promote environmentally friendly and healthy travel models. Travel Smart is a project which works with households to promote travel in particular areas. Funded by South West Regional Development Agency (SWRDA) to work in Bristol and BCC have identified Brislington and Knowle as suitable neighbourhoods for the project. The project employs a local team and has set up office at Knowle West Media Centre (KWMC). Aim to contact 2000 households randomly selected by phone through numbers available on publicly accessible phone listings (approx 30% of the population are contactable through this method), to discuss travel habits and find out if interested in changing to sustainable travel methods. Special maps will be produced showing public transport to local amenities etc. and the info goes to all households taking part. Contact will start from the end of April and the project will deliver until June. Travel behaviour surveys will be carried out before and after participation and they typically aim to see a 10% reduction in car use (this equates to approximately 1 less journey by car per person per week).

Q. How were Brislington and Knowle selected?
A. Sustrans focuses on areas with high car use but reasonable alternatives available, this info put to BCC who then applied their own priorities and selected Brislington and Knowle.
Q. How does this link to Cycling City?
A. It's informally linked and Travel Smart will promote Cycling City initiatives. The survey information will feed into the Cycling City project.
Q. Will survey information be made available?
A. Yes, can bring it back to BCP in the Autumn. It will be shared with all participants. Travel Smart information is available online at Sustrans (as a pdf). Steve Pearce can also distribute it to anyone who wants it.
Q. Will education for cyclists be included (e.g. road safety, appropriate clothing)?
A. Yes, this is part of the project.
Q. Do you have any influence on bus fares?
A. No, but do try to work with bus companies.

5 Election of Management Team

The workload of the past few weeks has been difficult for current members. The management committee could be as large as 12 (with possibility of 2 youth workers to make it 14). 8 members have been nominated and seconded. 5 others have expressed an interest but are not available yet.

Ali Hender stated that she is one of the 5 who expressed an interest and formally put herself forward and was accepted, bringing current total to 9 members. Councillors automatically included in management committee activities. Representation of young people. Outreach work coming to an end, but support will continue for skateboard project - BCP to consult with them once per month about their needs.

Duties broken down into categories: funding applications; funding awards; Health (Tara Mistry); planning (Alan Bale).

Chair has received an email from Trevor Jones stating would not share the lease of Wicklea. T Jones stepping back to develop city centre work and that YMCA will be contacting BCP.

Agreed: 1st meeting of management committee 27th April, 6.15pm at Wicklea. This will set out future meeting arrangements for the committee and its sub-groups.

For the sake of members it was clarified that committee members carry no personal liability in taking up the position. The reason for the committee is to delegate the growing workload.

BCP is making an application to the Bristol Partnership Recession Mitigation Fund with support from Eva Pollard (amount not yet determined, but will employ a worker – possibly £50-60k). Application based on assumption BCP will acquire Wicklea (in partnership) for a healthy living centre and seeking funding to change land at rear to establish allotments and a market garden co-operative. This bid represents the first step towards a healthy living centre.

It was noted that this bid is opportunistic and that the management committee needs to think strategically in seeking out the funding it needs. Further BCC is developing an allotment strategy – some will be discarded and some will get funding – which could present an opportunity regardless of the bid.

6 RESPECT

Police were called to an incident at the skateboard project regarding criminal damage to cars. Outreach workers met with young people and the police to discuss what happened. Tim Chandler said he would be available to them for further discussions.

The Chair referred to the project coming to an end and paid tribute to Kay and Tim for the sterling work they have done on the project in the last 2 and a half years. Chair asked for and received permission to buy a leaving gift.

7. Treasurer's Report

Treasurer not present. Report was distributed with the minutes. BCP bond has matured earning another £30. BCP has until the end of July to spend the residue of the BCC £10,000 Neighbourhood Partnership allocation. The allocation is close to being fully spent – there are a couple of applications outstanding which will be considered at the 27th April meeting. BCC will make £20,000 available next year.

8 PACT Review

1. Drugs litter at Arnos Park. BCC clean up team dealt with this and there have been no further problems. PCSOs will keep their eye on the area.

2. St Luke's Church. PCSOs met with the vicar regarding report of anti-social behaviour.

3. Off-Licence on Brislington Hill. Closed temporarily due to links with anti-social behaviour. Police continuing to work with BCC Licensing on this.

4. Traffic issue on Bath Road no right turn. Still awaiting meeting with Andrew Spicer at BCC.

5. West Town Lane Traffic lights. Steve Pearce wrote to Andrew Spicer, but no reply received. There is a continuing issue that many people (50 or 60 residents) attended the original meeting but do not know what issues were taken away to be worked on and have received no feedback. Residents feel they are not being heard. It was suggested that Terry Bullock be asked to attend a BCP meeting regarding the continuing communication issues with his department. Steve Moore raised this with service director for transport after last month's meeting and will do so again after this meeting.

Issue raised: Anti-social behaviour in Victory Park. The play park has been vandalised and is attracting under-age drinkers. High levels of noise, including motorbikes, all evening and into the early hours of the morning. Taps in Brislington cemetery have been vandalised leaving no water for people visiting with flowers. Also reports of people being scared to visit the cemetery due to anti-social behaviour from young people. Request from residents for signage so that residents can feel confident in challenging regarding age of park users and dog owners. Request for temporary CCTV - Police have informed young people at the park that they are being monitored by CCTV. Gates due to be reinstalled at the park which might help.

Issues also in Wick Road/Winchester Road with criminal damage to cars.

Request to drop St Luke's Church as a priority as the issue appears to have been resolved, and adopt instead Victory park as a priority. Agreed: Victory Park adopted as a priority issue

9. Anti-Terror/Community Intelligence

Continuing and ongoing.

10 Any Other Business

Concern regarding re-opening of the Black Castle. Rumours of a nightclub until 3am. Petitions have been raised. Police have submitted strong representation against the licence application. Application is for same hours as previous establishment. Hearing expected.

Business in the Community. 17th April all day seminar at the Victoria Rooms to bring business experts to local community groups. Steve Pearce may attend.

Steve distributed list of community spaces identified so far for BCC audit (minutes passim). Steve asked for any omissions/subtractions to be communicated to him ASAP. Steve will then return the list to John Bos at BSS for community asset register.

Planning. Pre-application protocol for planning applications now underway. This means getting residents involved. Meeting last week with architect, developer and residents to look at Hampstead Road garage – 14 houses tightly packed, producing concerns about density and access. The design was rejected by the meeting, who said they would accept 6-8 family homes on the space. The planning committee can ignore the results of the meeting or accept parts of it. No indication from the developers that they would change it. The new protocol states that developers must consult with the community prior to submitting applications. (Hampstead Rd application submitted prior to the protocol – as planners accepted much of the original proposal they are unlikely to go back on that). Forthcoming planning application for 62 Birchwood Road to develop 70 bed nursing home. Pre-application meeting on 14th April 4-7pm at St John's Halls, Wick Road.

Totterdown Bridge. Decision been reserved. BCC turned down application and developer appealed and re-submitted. Decision pending.

Sandy Park shops. Appears one business is buying up vacant shops and restricting what can be sold within them. This is not illegal but concerns raised could end up with empty shops there.
