4 Matters arising
9 APAG took a little over £800 at the Funday, a little more than last year reflecting the increased activity and greater experience of the organising group. APAG treasurer has been on extended holiday and should bank funds shortly.
5 Counter-Terrorism
5.1 Suggested that we rename this item "Counter Terrorism/Community Intel" as "Counter Terrorism" may be viewed as being a bit melodramatic.
5.2 DW attended an event titled: "Partners & Communities Together" with CS.
It is intended that a representative from BCP should attend this committee every 3-4 months. A member of the community, not by a Police officer or Council member will chair the P&CT committee.
5.3 More rationalisation in the police service is coming. Broomhill will not be a 24hrs station. There will be a reduction in the number of policing sectors in the city from 9 to 6. 999 Response teams will come from Broadbury Rd. Neighbourhood policing teams will continue to be based at Broomhill. These changes come into effect from Oct 1st.
5.4 Concerns about response times have been expressed because of the need to cross both the A37 & A4 to access St Annes from Broadbury Road. Responders may parade from Brislington while on duty if response times fall away.
6 Project Updates
6.1 St Anne's Park (Langton Court)
No report.
6.2 Community Action Plan (CAP)
6.2.1 All interested parties have been contacted (by email or phone). Many are on holiday on the 10th Sept, so we won't have a great turn out at the meeting to launch the working groups, though many who cannot attend are interested in being involved. Hopefully can pick up and involve these individuals later.
Any BCP member is welcome to attend Monday night (10th) meeting at Holymead. Facilitation training has been organised for the CAP group, but has been postponed as this was at short notice.
6.2.2 Ten responses to the interim report were received from service providers, but there was some confusion about whether this was of BCP or BCC origin (despite plentiful assertions of provenance!). Hopefully we can resolve this in further discussions. BEC has found the analysis of the post-its responses from the consultation events very useful.
6.2.3 Rosie Tomlinson & AS are intending to produce an oral history project. Bristol Museum has its own oral history project and is interested in being involved. AP may be able to help access a British Library resource as part of work resource.

6.3 Respect
£11000 has been granted from the Youth Opportunity fund (through BCC) for the Outreach workers. 6.3.1 Wicklea is open 2 nights per week. Sexual health training, funding for the AYA youth bus and the photography project at St Peters all continue. The football project is ongoing but summer funding is now exhausted. A team building exercise is in the offing.
6.3.2 Large numbers of YP are gathering in Arno's Vale Park and criminal damage is occurring on the way to & from the park. CS has applied for funding for additional resources.
6.4 Wicklea Shadow Management
6.4.1 A lease is to be offered to YB by BCC rather than sale of the property, but a "significantly long leas"” is to be looked upon favourably in order to give YB comfort of some security of tenure. The hold-up in resolving this issue is affecting investment in the building. DW will discuss with Trevor Jones of YB.
A fallback option could be that BCP form a co-op to take over and run Wicklea.
6.4.2 The Community Association is considering giving up use of the Community Room. This has implications for bookings of the community room and the cost of doing so.
6.4.3 Companies House has returned the "Co Ltd by Guarantee" paperwork due to an error/omission. Will require re-submission.
6.4.4 The Village Green application is going to be very complicated. BCP will need to set up a working party for this. We will raise this at CAP event on 10th September.
6.5 Nightingale Valley
6.5.1 All is well in the valley. 30-40 barrow-loads of silt and load of bottles & rubbish etc have been cleared. An old disused lorry is moving down hill and this is being chased up.
6.6 Website
6.6.1 Nothing from Broomhill schools or BEC yet (due to summer break).
6.6.2 Can any submissions to Joules for the site include the phrase "BCP site" in the e-mail subject line, please?
6.7 APAG
6.7.1 A working group is developing a funding application for new play equipment.
6.7.2 An opportunity has arisen to bid for funding to improve the "wheels-park" area in the park. APAG have been unable to staff a separate funding group, will approach Respect to try to facilitate this.
7 Planning Applications
7.1 Hengrove Park. Publicity material has been delivered to houses in the Brislington area over the last few days. There will be various phases to the development. It should be noted that there are very poor opportunities for consultation for Brislington residents. While this fact has been commented on please take what opportunities there are or may be to comment on this important development. Phase 2 will include 600 houses with access from Bamfield Rd.
7.2 Esso filling station site. Application for flats, townhouses etc. An important and significant site with issues of flooding, height & massing of the proposed buildings (one is very tall). There are concerns regarding the scale of artist's impressions/drawings/photo montages, and the traffic analysis figures.
7.3 9 Birchwood Rd (a nice bungalow) demolish & build 9 flats. This backs on to the old St Annes Mission site.
7.4 117 Birchwood. Ditto.
7.5 Telecom mast at Allison road has been allowed.

8 BESP
8.1 GCSE results at BEC 2007:
All national targets in core subjects- English, Maths, Science were met.
5 A*-C 41%.
5 A*-C incl. English & Maths 26%.
1 A-G 94% (of remaining 6%=12 students, 6 were educated off site in hospital).
The targets for these students based on previous tests were met. Last year we achieved 42% 5 A*-C grades but their target grades were slightly higher so we have actually achieved better results this year.
It means that next year all students in year 11 will leave with a qualification.
We know that the Year 11 will go through the 50% 5 A*-C grades.
Results have risen significantly in the core subjects.
This year 30 Year 10 students piloted Maths GCSE in one year.
All gained A*-B grades. Next year in Year 11 they will be studying AS Maths.
In the Year 10 Science module tests 63% achieved A*-C grades.
8.2 This shows that there has been a steady improvement in BEC results.
Hard evidence shows things are improving, but the reputation of a school can take a long time to turn round. The new build at BEC may help. 60% of YP go out of the area to go to school many of these to Broadlands (there is a rumour going around that Broadlands is closing to Bristol students).
9 Budget

10 AOB
10.1 Spirit of Brislington—has been postponed (hopefully not cancelled), as some things probably would not have happened. It is hoped that the venue (Paintworks) will be available to us at another time.
SP brought Friends of the Earth planning handouts for anyone interested.
DW & TD on holiday next month.
