4 Matters arising

David Waters proposed postponing AGM until such a time as the interim Action Plan report is produced and the existing BCP constitution has been amended as a series of memoranda, for BCP’s application to become a Company Limited by Guarantee with Charitable Status. A motion was passed to delay the AGM until Monday, 5 February.

5 Project Updates

5.1 Community Action Plan

5.1.1 Steve Pearce reported that the Working Group is currently preparing its interim report, which contains background on the BCP, a history of the area, an analysis of the initial community consultation and suggestions for future change. 5.1.2 The draft document will be circulated to BCP for input and it is intended that the Action Plan Working Group will thereafter be widened to involve other members of BCP who may wish to work actively in one or more key areas of concerned identified in the document.

5.3 Wicklea Shadow Management / YMCA

5.3.1 Gill Luxford reported that YMCA is still discussing detail of paperwork with BCC. There is a YMCA Board meeting this evening so there may be further news for the next BCP meeting.

5.4 Nightingale Valley

5.4.1 Andy Grant reported that he has had to halt further work in the valley until he undertakes health and safety training with BCC. This is scheduled for 25 November.

5.5 Website

5.6.1 Joules Taylor reported that when AP not minute taker the minutes do not get to JT for the website. Action: AP to ensure that Jenny Jones passes all minutes to JT.

6 Budget

7 AOB

7.1 David Waters has attended 3 relevant meetings. The Bristol Community Planning Network has cited BCP’s successes. A further meeting with representatives of Withywood, Southall, and Gate House, with David Farnsworth of Redcliffe Futures cited BCC’s recent setback with the Government declaring BCC’s Statement of Community Involvement unacceptable. There has been discussion of the need to present a unified face of local community groups in order to add weight to their undertakings to BCC. This may be in the form of a website or newsgroup.JT to investigate further based on demands.

7.2 BCC has minuted a conversation with Peter Begley in which BCC has committed to maintain its current levels of community development support, although the office in Wicklea is being closed down. While the number of community development workers has been reduced from 14 to 10, PB has secured a commitment of a consistent percentage of time spent on Brislington matters.

7.3 PB reported on the rising incidence of anti-social behaviour throughout the ward and has suggested that we invite Garry Hopkins (anti-social behaviour officer) to a future BCP meeting to address concerns. Hopkins will be attending a Neighbourhood Watch meeting at 7.30pm on 11 October at the Broomhill EPH. PB voiced concerns that despite the responsibility of all councils to put in place plans for young people following 6months of dispersal orders, there are plans to demolish Jubilee Pool. Action: AP to write a letter to Garry Hopkins about these issues.

7.4 John Eccles voiced concerns with police responses to and investigations of reported crime. There followed some discussion about inefficient administrative systems and chaotic parking on Wick Road. Action: AP to write to Chris Rose, SEAT planning.

7.5 Sue Webber of South West Planning Aid gave a very informative ‘crash course’ in how to deal with planners, which stressed: the importance of front-loading the planning process and proactive involvement at a community level to suggest creative solutions to planning problems for professional planners. It was agreed to ask Chris Rose to send a weekly planning bulletin for Brislington E and W to JT for the website. Action: AP.
