6 Neighbourhood Partnership formalisation with BCP

6.1 The "Neighbourhood Partnerships" proposal is, in principle, the same vehicle for community involvement in service delivery as that formerly known as "Local Leadership Groups".
6.2 BCP has been chosen to help pilot the proposal as BCC sees that it is already part way along this road.
6.3 BCC hope that BCP will hold perhaps 3-4 meetings a year with a Neighbourhood Partnerships focus.
6.4 The meeting noted that this requires a commitment from BCC officers to attend meetings for it to work. BCP doesn't want another false dawn such as that seen in the past.
6.5 Some funding is available this financial year, but bulk of funding available from next year. £10k could be available for suitable bids from appropriate community organisations. Sample Terms of Reference are available for inspection.
6.6 BCC officer availability probably means that BCP would be looking at 1/4ly NP meetings, but maybe as often as alternate months.
6.7 LHe will facilitate a discussion on this topic at 7-00pm on Thursday 18th October at Wicklea.

7 Project Updates

7.1 St Anne's Park (Langton Court)

No report.

7.2 Community Action Plan (CAP)

7.2.1 Two Action Plan working groups were launched on 10th September at Holymead Junior school looking at Planning and Quality of Life.
7.2.2 Both groups are meeting again on 15th October. The Planning group is meeting at 7.30 at Wicklea and Quality of Life meeting at 7.45, St Anne's Junior School.
7.2.3 Both groups have set themselves limited goals at this early stage. Additional recruits most welcome.

7.3 Respect

7.3.1 A number of funding applications are outstanding. Little action on these due to time pressures on SP. SC volunteered to assist with funding applications.
7.3.2 Arno’s Park Action Group would like to invite the street worker team and YP to get involved in writing funding applications for a fixed skateboard facility in Arno's Vale Park.
7.3.3 SC hopes that BCC may fund the football project up till December.
There is the possibility of YOP funding for 2 nights per week for football, also for trampolining with an instructor (thank you BCC). Other possibilities include dance for Young Women and Dj-ing for Young Men.

7.4 Wicklea Shadow Management

7.4.1 PM reported details from Les Compton. Young Bristol's request for 100yrs lease has been turned down, but negotiations on a longer lease than 25yrs are ongoing.
7.4.2 Shadow Management has been paying rent for community room and is looking to rent it out more to defray some of these costs.
7.4.2 The community room comes under the auspices of the community association (luncheon club etc) and has considerable overheads, (£1k rent, £1.2k council tax, £600 public liability insurance). There is concern over the implications (for future access to the CR) of surrendering/losing access to this room during the negotiations with YB.
7.4.3 E-mail from David Waters: BCC should be funding the CR because of the effort and input by BCP into the community and Wicklea centre.
7.4.4 It may be possible to raise money through educational funding of courses. If BCP does not pay for room, it'll be free for rent by anyone who does pay.
7.4.5 PM & SCr or LHe will approach BCC to try to find a way out of this dilemma.

7.5 Nightingale Valley

7.5.1 All repairs to the pond are ok, but the silt trap needs to be checked. It is still very muddy in the valley. St Annes were unable to do their pilgrimage this year because of the conditions in July.
7.5.2 The migrating lorry has stopped moving down the hill.
7.5.3 John Threadgold informs that there will be more work on trees in the valley.

7.6 Website

No report.

7.7 APAG

7.7.1 The last of the money from the funday has now been paid into the bank.
7.7.2 The application for funding for new play equipment is ready for submission to South West England Environmental Trust. We are asking for £50k.

8 Planning Applications

8.1 The planning application for Latimer Close is being submitted in the next couple of days.
8.2 Tara Mistry has noted concern about the lack of consultation about Hengrove hospital. She has been invited to attend BCP. .

9 BESP

9.1 The new prospectus for BEC was made available at the meeting. The Community Action Plan activities have illustrated that the community wants BEC to be a community school.
9.2 A Bristol schools brochure was made available too, showing how schools are improving.
9.3 Priorities for BESP are the linking of websites and the signposting schools in the community. Links between schools and the community will in future be promoted on a top-down & bottom-up basis and this will include governors. Improving access to schools facilities for the public is not the only priority.

10 Budget

11 AOB

11.1 From 15th October Brislington police station will be a neighbourhood policing station - there may well be no 999 response from this station, reorganisation means that this will now normally come from Broadbury Rd. There will remain a policing presence at Brislington station.
11.2 Halloween & bonfire night. The whole neighbourhood policing team will be working the late shift for the whole week of 29th Oct-6th Nov. The actual nights of festivities will be subject to Operation Relentless.
11.3 Tesco will get cctv at the subway. The transfer of title is understood to be currently underway.
11.4 BCP's preferred option for distributing minutes is by e-mail. Those currently receiving BCP minutes through the post should note that unless they make a positive request to Jenny Jones for this to continue this will be the last mail-out that they will get. 11.5 All please note. Nomination papers will form part of the briefing notes for the next BCP meeting. This will be our AGM.
