5 David Pendle, Effect of YMCA on Wicklea Centre
5.1 Following meetings with Wicklea Shadow Management Group (WSMG) and Bristol City Council (BCC), agreement in writing has been reached for heading of contract to transfer leasehold of Wicklea to YMCA. A leasehold of 99 years is being negotiated.
5.2 Aim is to take over management from 1 January 2006. Bristol YMCA is a registered charity and registered limited company.
5.3 Current activities include ongoing contract negotiations; planning to meet with Wicklea user groups to assess patterns of use and future requirements.
5.4 From January 2006 aim will be to normalise terms of use to ensure parity among user groups, with intention to maintain and expand current programme. Locks will be changed in January 2006.
5.5 Objectives include ensuring full use of Wicklea on 7-day week basis; residents meeting to discuss anti-social behaviour associated with Wicklea site; setting up local management group to represent providers and users; employment of security firm to provide reception, patrol, first aid, hospitality services, general portering duties; installation of CCTV and lighting.
5.6 Pendle reported on new YMCA membership scheme and its impact on revenue generation to fund improvement and expansion of Wicklea.
5.7 Taking on Wicklea fits in with YMCA remit to make available high-quality youth services and sits with recent employment of detached youth workers associated with Respect project.
5.8 Concerns raised by BCP about affordability of membership scheme for vulnerable users (pensioners, young mothers, etc). A request was made that guarantees be built in to contract to protect such users’ access.
5.9 Pendle confirmed that there is room for negotiation.
6 Sharon Jones, Adult Education
6.1 Explained new criteria for the
Learning Communities Action Group.
6.2 Meeting on 19 October, 10am-12pm at Brislington Enterprise College to outline the new programme. Jones tabled a letter inviting people to attend.
6.3 Strategic plan for 2006/07 adult learning in area to be submitted by mid-November 2005.
6.4 Purpose of group is to enable key community partners help to coordinate and plan engagement and community learning to increase Level 2 achievement levels amongst 19-64 year age group in Brislington.
7 Project Updates
7.1 CAP Brislington Future
7.1.1 BCP members expressed ongoing concerns that while the Community Action Plan sounds positive, it may amount to little in the way of benefits to the area, but potentially may involve a lot of work for BCP members.
7.1.2 Next meeting is 24 October, at Wicklea
7.2 Respect
7.2.1 Louise Bale reported that detached youth workers begin on Friday, 7 October.
7.2.2 They will be managed by Dave Webb and Tracy Wibble, leaders of the Laser Youth Group.
7.2.3 Trampoline lessons are beginning for 12-16s.
7.3 Shadow Management
7.3.1 Gill Luxford confirmed that Wicklea received funds to hold computing courses.
7.3.2 The drop-in open sessions on Monday afternoons and Wednesday mornings are proving popular. The digital photography course is full.
7.3.3 The wheelchair continues to be popular, with one user commenting that it provides his only means of community access and engagement.
7.4 Nightingale Valley
7.4.1 Andy Grant reported on red diesel spill in Brislington Brook. Environment Agency has attended with booms and has traced spill to Brislington Trading Estate. Investigations continue.
7.4.2 Some chip fat pollution from Brislington Village also being investigated.
7.4.3 Surprising wildlife diversity commented on by Environment Agency representatives.
7.4.4 Further path clearance by pig fence.
7.4.5 A barrier is being installed at Brislington Rock Allotment Association to prevent lorries and associated fly tipping / littering. A meeting with Steve Clampin of the Association is being organized to discuss this and future allotment plans.
7.5 Website
7.5.1 Joules Taylor requested that BCP provide a website policy so that she can manage the site and her time more effectively.
7.5.2 BCP prepared to pay Taylor for her time, based on her recorded time sheets.
7.5.3 BCP confirmed that if organization is voluntary and free, that it may be publicized through the website.
7.5.4 BCP confirmed that is the responsibility of third-party organisations to ensure the accuracy of their information. It is neither BCP’s nor Taylor’s responsibility.
7.5.5 Taylor will write text for website to set out terms and instructions for organisations wishing to use the website.
8 Budget

9 AOB
9.1 Ella Furness has left. Emily Smith will take over her role at BCC.
9.2 Louise Bale reported on the land behind Wicklea. The original memo was written by Barry Parsons. It was an internal BCC memo requesting expressions of interest from council departments. Bale wrote to Central Support Services to request information about land, with a view to Wicklea acquiring it for recreational purposes. David Pendle confirmed that YMCA is aware of this situation and is interested in this land.
9.3 A resident raised issue of parking in the lane around Wicklea, which blocks vehicle access to land behind Wick Road.
9.4 Stuart Pattison reported that Housing Services is considering closing down St George and Brislington Housing Services (Netham House). There is a meeting on Wednesday, 19 October, 4.30-6.30pm at Netham House, to discuss. If the plan progresses, there will be no Housing Services office between Knowle and Fishponds. Housing Services Surgeries at Brislington Police Station are also suspended between now and Christmas. A pre-planning meeting to discuss future of prefabs at Latimer Close will now be held in February 2006. Pattison will keep BCP informed.
